MINUTES OF THE REGULAR MEETING
ROSEMEAD REDEVELOPMENT AGENCY R:
NOVEMBER 22, 1994
The regular Meeting of the Rosemead Redevelopment Agency was called to order by
Chairman Bruesch at 7:00 p.m. in the conference Room of City Hall, 8838 E. Valley
Boulevard, Rosemead, California.
I The Pledge to the Flag was led by Agencymember Clark
The Invocation was led by Vice-Chairman Taylor
ROLL CALL OF OFFICERS:
Present: Agencymembers Clark, Imperial, Vasquez, Vice-Chairman Taylor, and
Chairman Bruesch
Absent: None
The meeting was recessed at 7:05 p.m. for the purpose of meeting as the Building
Rehabilitation Appeals Board and was reconvened at 7:25 p.m.

1. RRA RESOLUTION NO. 94-25 - CLAIMS & DEMANDS
The following resolution was presented to the Agency for adoption:
RESOLUTION NO. 94-25
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF
$11,333.52 AND DEMANDS NO. 3358 AND DEMANDS 3378 THROUGH NO.
3379.
MOTION BY AGENCYMEMBER IMPERIAL, SECOND BY AGENCYMEMBER VASQUEZ
that Resolution No. 94-25 be adopted. Vote resulted:

2. REVIEW OF THE FIVE-YEAR IMPLEMENTATION PLAN FOR ROSEMEAD
REDEVELOPMENT PROJECT AREA #1
Don Wagner, Assistant City Manager, reviewed the implementation plan and asked if
the Agencymembers had any changes or modifications.

Mayor Bruesch confirmed that the City needs low to moderate income level housing,
but questioned the 20% annual median income level in Los Angeles County as a requirement
for potential first time Rosemead homeowners to participate in this program as being at
poverty or below poverty levels. Mayor Bruesch further questioned who determines if a
mobile home park is going to be "preserved" or not and if the mobile homes will be replaced
with new housing or modular units.
Don Wagner, Assistant City Manager, responded that these are options for the Council
to discuss.
Agencymember Imperial stated that possibly one mobile home park will be staying in
Rosemead.
Vice-Chairman Taylor stated that modular housing is less expensive than building a
home provided the unit is of sound construction. Mr. Taylor stated further that the main
objective is to provide decent, affordable housing.
Robert Kress, Agency Attorney, reminded the Agency that an implementation plan
needs to be adopted by the end of this year.
