RESOLUTION NO. 88-9
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD SUPPORTING
LOS ANGELES COUNTY'S "FAIR SHARE"
WASTE MANAGEMENT CONCEPT
WHEREAS, the residents, businesses and industries of Los Angeles
County generate 45,000 tons of solid waste daily; and
WHEREAS, of this amount approximately 30,000 tons, representing
67 per cent, are disposed at several existing landfills in the San
Gabriel Valley; and
WHEREAS, the City of Los Angeles has closed several landfills
with available capacity for political reasons over the past decade
causing the exportation of 6,000 tons of trash each day to other
communities; and
WHEREAS, the City of Los Angeles has recently started to export
1,000 tons of sewage sludge each day to West Covina and Valencia
rather than reopen their available landfills; and
WHEREAS, Mayor Bradley and the Los Angeles City Council have
failed to develop sufficient waste disposal capacity within their own
city to dispose of their trash and sewage sludge; and
WHEREAS, while refusing to reactivate their own landfills, Mayor
Bradley and the Los Angeles City Council appear to intend to export
an additional 10,500 tons of trash a day to other cities in the near
future; and
WHEREAS, this will rapidly deplete the remaining available
landfill capacity for, the cities of the San Gabriel Valley that will
be asked to bear the brunt of Los Angeles' trash exportation.
NOW, THEREFORE, BE IT RESOLVED that the City of Rosemead fully
supports the "fair share" waste management concept whereby each
region assumes responsibility for managing its wastes and demands
that the City of Los Angeles exercise responsible leadership by
developing the means to keep its own trash and sewage sludge rather
than surrendering to political pressure and expediency by sending it
to the San Gabriel Valley.
