RESOLUTION NO.88-31
A RESOLUTION OF THE ROSEMEAD CITY
COUNCIL MAKING CERTAIN FINDINGS AND
DETERMINATIONS WITH RESPECT TO
REDEVELOPMENT AGENCY PARTICIPATION
IN THE GRAVES AVENUE RECONSTRUCTION
PROJECT
WHEREAS, the portion of Graves Avenue depicted on Exhibit "A"
attached hereto and incorporated herein by this reference exists as a
major traffic artery providing access to and from Project Area No. 1;
and
WHEREAS, the Graves Avenue Reconstruction Project includes the
right-of-way acquisition, reconstruction, widening, and improvement
of the street from the western City limit to 80' east of the eastern
City limit and the installation of a traffic signal at the
intersection of San Gabriel Boulevard and Graves Avenue, as well as,
the installation of a signal interconnect system on San Gabriel
Boulevard between Klingerman Street and Rush Street; and
WHEREAS, the entire scope of the project represents a joint
venture between the City of Rosemead and the County of Los Angeles to
reconstruct, and improve Graves Avenue from New Avenue to the east
City boundary and from Strathmore Avenue to San Gabriel Boulevard;
and
WHEREAS, the completion of the Graves Avenue Reconstruction
Project will provide improved traffic flow and curb, gutter, and
sidewalk improvements for residents of Graves Avenue and provide
improved traffic access to Project Area No. 1,
NOW, THEREFORE, the Rosemead City Council resolves as follows:
SECTION 1. The City hereby finds, determines and declares as
follows:
(a) The payment of the total cost, currently estimated to
I to be One Million Dollars ($1,000,000) by the Rosemead
Redevelopment Agency of the Graves Avenue Reconstruction Project,
as depicted on Exhibit "A" hereto, is of benefit to Project Area
No. 1. This finding is based upon the fact that completion of
the Graves Avenue Reconstruction Project, as defined previously,
I will provide improved access for automobile traffic to and from
Project Area No. 1 and upon the fact that the aforementioned
project will improve properties adjacent to Graves Avenue, thus
increasing property values in the immediate area, including
Project Area No. 1.

(b) That there are no other reasonable means of financing
such buildings, facilities, structures or other improvements
available to the community. Although the City has a General Fund
surplus, the uncertainity or the economy and continuing municipal
revenue sources militates against the depletion of the existing
reserves.
SECTION 2. The City Clerk will certify to the adoption of this
Resolution.
