AUGUST 23, 1994
The Regular Meeting of the Rosemead Redevelopment Agency was
called to order by Agencymember Vasquez at 7:00 p.m. in the Conference
Room of City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Agencymember Vasquez.
The Invocation was delivered by Agencymember Clark.
ROLL CALL OF OFFICERS:
Present: Agencymembers Clark, Imperial, Vasquez, Vice-Chairman
Absent: Chairman Bruesch (excused for medical reasons)
Vice-Chairman Taylor (late)
Robert Kress, Agency Attorney stated that a motion was in order to
appoint a temporary Chairman in the absence of the Chairman and Vice
Chairman.
MOTION BY AGENCYMEMBER CLARK, SECOND BY AGENCYMEMBER IMPERIAL that
Agencymember Joe Vasquez temporarily chair the meeting of the Rosemead
Redevelopment Agency in the absence of the Chairman and Vice
Chairman. Vote resulted:

Absent: Bruesch, Taylor
Abstain: None

APPROVAL OF MINUTES: AUGUST 9, 1994 - REGULAR MEETING
MOTION BY AGENCYMEMBER CLARK, SECOND BY AGENCYMEMBER IMPERIAL
that the Minutes of the Regular Meeting of August 9, 1994, be approved
as submitted. Vote resulted:

1. RRA RESOLUTION NO. 94-18 - CLAIMS & DEMANDS
Vice-Chairman Taylor arrives at 7:05 p.m.
The following resolution was presented to the Agency for adoption:

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF
$33,780.65 AND DEMANDS NO. 3232 THROUGH NO. 3235, 3244
THROUGH NO. 3251.
MOTION BY AGENCYMEMBER CLARK, SECOND BY AGENCYMEMBER IMPERIAL that
Resolution No. 94-18 be adopted. Vote resulted:

2. ENGINEERING PROPOSAL - STREET IMPROVEMENTS ON HIGHCLIFF STREET
(JACKSON AVENUE/DEL MAR AVENUE)
Al Rodriguez, City Engineer, stated that he has met with the two
property owners who objected to dedicating their property and
explained to them the street improvements that will be taking place
and if they dedicate their property freely rather than have the Agency
buy their right-of-way, they will not be assessed for the
improvements.
Agencymember Clark asked if once the property owners discover that
they will pay more for improvements than what they would receive from
the Agency for buying their right-of-way, would they still have the
option to dedicate freely.
Mr. Rodriguez responded that they would.
MOTION BY AGENCYMEMBER IMPERIAL, SECOND BY AGENCYMEMBER CLARK.that
the Agency approve the attached engineering proposal, direct staff to
begin the preparation of the necessary plans and specifications, and
authorize staff to acquire an easement right-of-way, if necessary, to
condemn property needed for street improvements. Vote resulted:
Aye: Clark, Vasquez, Imperial
No: Taylor
Absent: Bruesch
Abstain: None
Vice-Chairman Taylor stated that he is in favor of the project but
would like to see City funds used.

3. ENGINEERING PROPOSAL - STORM DRAIN IMPROVEMENTS IN MUSCATEL
AVENUE, BARTLETT AVENUE, AND BURTON AVENUE
Al Rodriguez, City Engineer, stated this engineering proposal is
to complete the storm drain projects that the Agency approved
previously, and that funds were now available to construct the
project.
MOTION BY VICE CHAIRMAN TAYLOR, SECOND BY AGENCYMEMBER IMPERIAL
that the Agency approve the engineering proposal and direct staff to
prepare the necessary plans and specifications. Vote resulted:

4. ENGINEERING PROPOSAL TO DEVELOP DESIGN CONCEPTS FOR THE
BEAUTIFICATION/STREETSCAPE IMPROVEMENT ON DEL MAR AVENUE,
WALNUT GROVE AVENUE, AND SAN GABRIEL BOULEVARD
MOTION BY AGENCYMEMBER CLARK, SECOND BY AGENCYMEMBER IMPERIAL that
the Agency approve the engineering proposal and direct staff to
prepare the necessary plans and specifications. Vote resulted:

Juan Nunez, 2702 Del Mar, Rosemead, stated that the monument on
the east side of Garvey Avenue is buckled. The light is out on the
monument on the west side.
Al Rodriguez, City Engineer, responded that the monument on the
east side had been hit by a moving van several times and has since
been repaired and moved approximately 20' and lighting arrangements
have been made.
5. MATTERS FROM OFFICIALS
Agencymember Clark stated that she is impressed with the way the
City streets are looking and wants to commend staff for doing a good
job.
6. ORAL COMMUNICATIONS FROM THE AUDIENCE ON REDEVELOPMENT AGENCY
MATTERS
Juan Nunez, 2702 Del Mar, Rosemead, asked who checks on the lights
at the monuments.
There being no further action to be taken at this time, the
meeting was adjourned at 7:15 p.m. to September 13, 1994 at 7:00 p.m.
