A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD APPROVING REQUESTED CONDITIONAL USE PERMIT
86-366 (8705 VALLEY BOULEVARD)
THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESOLVES AS
FOLLOWS:
SECTION 1. The City Council finds, determines and declares:
a. An application for a conditional use permit was duly
filed by May's Educational Institute; and
b. The Planning Commission by its Resolution No. 87-23
denied the conditional use permit; and
c. That the City Council, on March 24, 1987 conducted a
Public Hearing on the proposed conditional use permit.
SECTION 2. The City Council finds that the conditional use
permit should be and hereby is approved with conditions set forth in
exhibit "A" for the following reasons:
1. That the establishment, maintenance, or operation of the use
so applied for will not, under the circumstances of the
particular case, be detrimental to the health, safety,
peace, morals, comfort or general welfare of persons
residing or working in the neighborhood thereof and be
detrimental or injurious to the property and improvements in
the neighborhood or to the general welfare of the City.
2. That the applicant did sustain his burden of proof on the
issue of need based on public convenience.
3. That the proposed use will not constitute an over-intensive
use of the land in that a pre-school has already been
approved for.isimultaneous operation on the church property.
4. That the applicant did sustain his burden of proof on the
issue of public need for the proposed use.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution.

EXHIBIT "A"
CONDITIONAL USE PERMIT 86-366
MAY'S EDUCATIONAL INSTITUTE - 8705 E. VALLEY BOULEVARD
CONDITIONS OF APPROVAL
FEBRUARY 24, 1987
1. That the property be developed substantially in accordance with the plot
plan submitted, dated 2-9-87, and marked exhibit B.
2. That the project meet the requirements of the L.A. County Building Code,
Municipal Code, L.A. County Fire and Health Codes, and that the
appropriate permits be obtained.
3. That the appropriate license for an adult school be obtained from the
State.
4. That all parking stalls be clearly marked and have appropriate bumper
guards.
5. That a covenant be signed holding the two parcels owned by the Masonic
Building Association and the Rosemead Church of Christ as one for parking
purposes subject to the approval of the City of Rosemead.
6. That this conditional use permit shall be approved for a period of two
years at which time it shall be reviewed by the Planning Commission.
7. That the applicant shall sign an affidavit of agreement, and return it to
the Planning Department within ten (10) days after approval of this
request.
