CC - 1987-48 - Adotping General Plan for the CityRESOLUTION NO. 87-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING A GENERAL PLAN FOR THE CITY. WHEREAS, the City of Rosemead submitted, for review, the Housing Element of the General Plan to the Department of Housing and Community Development, State of California, and incorporated the comments and concerns of said Department into the housing element; and WHEREAS, the City of Rosemead, as required by state law, conducted the necessary public hearings and study sessions in order to allow adequate public review and input with regard to the content of the General Plan and Environmental Impact Report (E.I.R.); and WHEREAS, the General Plan contains all of the required elements as mandated by Government Code section 65302 in addition to optional Economic Development Element; and WHEREAS, the Environmental Impact Report (E.I.R.) analyzes the environmental effects anticipated to result from the implementation of the land use policy and meets the scope and content for General'Plan Environmental Impact Reports (E.I.R.'s) as mandated by California Environmental Quality Act law and guidelines. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council finds, determines and declares: Pursuant to section 15091 of the CEQA guidelines, the City Council finds that the General Plan land use element, which is adopted by this Resolution, identifies certain areas of the City which may experience significant effects from housing density. However, the Implementation Plan requires that certain changes be incorporated into the Rosemead Zoning Code. These changes, including density reductions, will avoid or substantially lessen the significant effects noted , in the final E.I.R. The resulting land use policy will not have a significant effect on the environment. The required changes to the Zoning Code will also eliminate inconsis- tencies between the General Plan and the adopted Zoning Map. The General Plan will not directly result in an increase in population or development. Section 2. That the City Council of the City of Rosemead hereby certifies the Environmental Impact Report (E.I.R.) prepared by Cotton/Beland Associates that identifies the impacts anticipated to result from the implementation of land use policies as described in the General Plan. Section 3. The City Council of the City of Rosemead does hereby adopt the replacement General Plan of the City of Rosemead as the official General Plan for said City. A copy of the General Plan is attached hereto, marked Exhibit "A" and incorporated herein by this reference. Section 4. This Resolution shall be effective upon adoption. 1987.
