RRA - 03-08-94• • APPROVED CITY OF ROSEMEAD MINUTES OF THE REGULAR MEETING DATE -9X ROSEMEAD REDEVELOPMENT AGENCY BY MARCH 8, 1994 An Adjourned Regular Meeting of the Rosemead Redevelopment Agency was called to order by Chairman Bruesch at 7:48 p.m. in the Conference Room of City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Agencymember McDonald. The Invocation was delivered by Agencymember Taylor. ROLL CALL OF OFFICERS: Present: Agencymembers Clark, McDonald, Taylor, Vice-Chairman Vasquez, and Chairman Bruesch Absent: None APPROVAL OF MINUTES: FEBRUARY 22, 1994 - ADJOURNED MEETING Agencymember Taylor requested clarification of his statement on Page 5 regarding the trash contractor. MOTION BY AGENCYMEMBER TAYLOR, SECOND BY VICE-CHAIRMAN VASQUEZ that the Minutes of the Adjourned Meeting of February 22, 1994, be approved as clarified. RRA RESOLUTION NO. 94-06 - CLAIMS & DEMANDS The following resolution was presented to the Agency for adoption: RESOLUTION NO. 94-06 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $30,287.77 AND DEMANDS NO. 3020 THROUGH NO. 3035 MOTION BY AGENCYMEMBER MCDONALD, SECOND BY VICE-CHAIRMAN VASQUEZ that Resolution No. 94-06 be adopted. Vote resulted: Aye: Clark, Bruesch, Vasquez, McDonald No: None Absent: None Abstain: Taylor The Chairman declared said motion duly carried and so ordered. Chairman Bruesch asked for an explanation of the sales tax refund to Diamond Square and Agencymember Taylor requested that all members receive a written report regarding the agreement and the computation. 2. ACQUISITION OF PROPERTY AT 7505 GARVALIA AVENUE VERBATIM DIALOGUE FOLLOWS: TAYLOR: Mr. Chairman. I have several questions on this as far I'd like more documentation on the very opening statement up there, we have spoken with your local leaders. I'd like documentation of who those leaders were. Who did you meet with? BRUESCH: The... DONALD J. WAGNER, ASSISTANT CITY MANAGER: You know what, let me get those names. RRA 3-8-94 Page #1 • • BRUESCH: Yes. I know that one was the president of the congregation, the other was the property manager. We were to talk to the area property manager but he couldn't make it that meeting because he was out checking, it was right after the earthquake and he was out checking for earthquake damage. TAYLOR: I'd just like documentation and clarify who those leaders were so that so far all the discussion that we've got a record of here is Mr. Foutz, which I'm not questioning what he said but we've got to deal with the leaders and I want to know who they are. FRANK G. TRIPEPI, EXECUTIVE DIRECTOR: Would you like to incorporate the names into the letter, Mr. Taylor. Why don't you get ready to give the names for the record, Don? TAYLOR: That's fine. And then the last sentence of that paragraph, we therefore request an opportunity, I'm not ready to enter into it, to discuss serious negotiations for its possible acquisition. That's a pretty firm statement request an opportunity to enter into serious negotiations for acquisition because there's several other questions that I'd like to find out about. Who have you talked to in the West San Gabriel Valley Juvenile Diversion about this? BRUESCH: Gloria Gill. TAYLOR: And what commitment have they made? BRUESCH: As all the other ones they have said to me it would be a place where they could expand their programs into. TAYLOR: Where do they meet now? As far as how often? BRUESCH: All over. In schools, their office building, they have sites, they use our center across the way for some meetings, they use the manpower consortium offices and auspices. TAYLOR: How often do they meet in those different facilities? BRUESCH: They have different programs going. I'm not privy to knowing every single day that they have... TAYLOR: Well, it's fine if these organizations are using it but I' want to know what they're, where they are and where they're giving up to go down to this facility now. BRUESCH: No, what everybody's been saying is that they are in the process of expanding programs and they're looking for a place to expand the programs into. TAYLOR: Well, there may be more budget cuts than they realize, some of these groups. If they want to expand again it's going to get into their budget process, how they're going to do it. TRIPEPI: Agencymember Taylor, if I might just add, because I know that, apparently the letter was put in draft form prior. Mrs. Jean DeCocker called me I believe it was I was going to say over the weekend but that's not right, it was probably in late Thursday when we talked and apparently Mr. McDonald might know more about this but I guess the Red Cross is losing its location in Alhambra and they would be interested in 4000-5000 square feet in a facility either by itself, stand alone, they're more interested in a purchase but they certainly would be willing to look at a lease provided there was enough, if there was adequate off-street parking. TAYLOR: I don't know their daily operations. Dennis, would they need the offices daily? McDONALD: Well, with headquarters there in repairs but I think t every day and I'm not do all the classes. what they're doing, yes. They used to have a Alhambra and that got earthquake damaged and the Zey sold it now and the staff uses the facility familiar with this, a service center where they RRA 3-8-94 Page #2 • • TAYLOR: One conflict that I can see there, if they're going to have boxing and basketball leagues and kids down there during the day time with the Boys and Girls Club; then do we have a potential conflict. Until everybody understands what's going to be down there. And what agreement has the Rosemead Chamber talked about, as far as how are they going to participate in it? BRUESCH: I'll have to defer that to staff because they talked to the chamber and I didn't. WAGNER: Well, if I might explain because the Executive Director was not at the last Redevelopment meeting, this letter was a draft that staff had prepared a draft, the Mayor had looked it over and then Mr. Foutz had looked it over, also. In fact Mr. Foutz typed this particular draft and that's why and this is what the Mayor handed out at the last meeting. I did not change this and put this on our computers because I didn't want ...I wanted to give you what you had already seen. TAYLOR: That still doesn't answer my.question, though. What does the Chamber... WAGNER: I doubt seriously... TRIPEPI: I doubt that the Chamber has any need for any property. They have their own building, Mr. Taylor, so I don't... WAGNER: Yes. I think that's wrong. TAYLOR: Well, this is what I wanted to know because if they're going to travel from here down to the far City limits to have an occasional meeting, I want some kind of a contract where if the City goes out and buys it and then everybody says gee we don't need it now or we made other arrangements. TRIPEPI: No. I would seriously doubt the Chamber has any intentions of using the facility down there. I will tell you again the Red Cross is very interested. The way the building is set up the classrooms, there are a number of classrooms in the basement so you could run daytime programs for youths in the main building and you could still have classes and meetings down in the lower basement of that building. It's a very nice facility. I was down there. TAYLOR: I'm not questioning the building itself as far as what's it going to cost to maintain it and who's going to maintain it? TRIPEPI: If the Agency buys it and basically leases it to the City to basically sublet to these agencies, obviously the City or the Agency or some... one of those is going to be responsible for the maintenance of that building. TAYLOR: So, have we done any cost studies on that rather than enter into negotiations to acquire it? TRIPEPI: Mr. Taylor, other than the Agency giving me the authorization to obtain an appraisal at such time that I received written notification from the church that they are willing to... interested in selling and here is a figure for discussion, I've done nothing. TAYLOR: Well, there's a lot of questions here. It's easy to go do it but then in the long run if they don't participate we've bought it, who pays for it to maintain it, what contracts do we have that people are going to use it, if it's the Red Cross or somebody else... TRIPEPI: If we were going to...if the Agency were to move ahead with this then we would obviously... we would suggest that it be the escrow be entered into subject to the negotiation and the execution of leases with those agencies. We would not recommend that you buy it and then later go out and try to get leases tied up. We would suggest obviously that be done as part of the escrow process and if those RRA 3-8-94 Page #3 • TRIPEPI CONTINUES: leases fall through or they don't come through in a way that the Agency projected them to do so then obviously then you don't close escrow but there's a number of ways that we can protect the Agency at that point. TAYLOR: Has anybody talked to the Asian Pacific Youth Association? What agreements they would be acceptable to? BRUESCH: I've talked to... I'm on the Board there and they're looking for a place to run expanded family counseling. TAYLOR: Do they have the budget to do that? BRUESCH: Yes. TAYLOR: We're giving them money now. BRUESCH: But they are..they have received just recently some grants for a brand new program for I don't know what ethnic group it is, but they do receive periodic improvements on their funds because of the grants they go out and get. The Rosemead Boys and Girls Club had a meeting with a group of the parents that are participating in there and they had a dinner down there for the kids and they had it in that little room that's about the size of this room, they had 200 people and the parents were adamant in saying to me that they needed to know where and when the Club could expand in order to provide more services. The West San Gabriel Valley Juvenile Authority is continually looking for a facility through which they can run their youth job program, their parenting counseling program. They do it through a lot of the schools but lately it's been awfully hard to get schools. Some schools are actually charging rent for some of these programs so all of these.... McDONALD: Mr. Chairman. What exactly are you asking us to take action on this evening? BRUESCH: Well, I'd like to have approval to put the draft letter in final form and send it off so that at least we put the ball in their court and they can come back and say yes, here's what our idea is that we'd like to talk to you about, price or whatever. McDONALD: Bob, (indicating the Agency Counsel, Bob Kress), is there anything... you've read this letter over and is there anything in there that ties us to any responsibility other than we're asking for them to respond...? ROBERT KRESS, AGENCY COUNSEL: No. McDONALD: Okay. I move the action to finalize the letter and send it on its way. BRUESCH: Is there a second? VASQUEZ? I'll second it. BRUESCH: Moved and seconded. Any further discussion? All in favor say aye. AYE: Clark, Bruesch, Vasquez, McDonald BRUESCH: All opposed. TAYLOR: No. Mr. Chairman, I'd ask for the Minutes to be in verbatim so we can keep track of who's telling us what. WAGNER: Frank,.do you want those names in the record? TRIPEPI: Just put them in the letter. RRA 3-8-94 Page #4 McDONALD: I think Mr. Chairman points and if this body is going certainly going to need that Mr. Taylor has some very good to make a final decision we're BRUESCH: I agree. What happens when there is a possibility of a facility like this opening up there a lot of groups that come out and say yes we need the space and I for one would not fee comfortable unless that was put in contractual language so that if and when we decide to get this particular building that those groups are on record as saying yes we will put this program, that program... McDONALD: What did we give Family Counseling Services in the budget this year? $45,000? TRIPEPI: I think it was around $45,000. There's another one that's interested, Roberta Trujillo has indicated many times in the past that they lease in San Gabriel and they would like to move to Rosemead if a facility was available. McDONALD: Maybe this will offer a win-win situation. END VERBATIM DIALOGUE. 3. MATTERS FROM OFFICIALS - None 4.
