CC - 1985-36 - Control on Telephone RatesRESOLUTION NO. 85-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD URGING THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO TAKE POSITIVE ACTION TO CONTROL TELEPHONE RATES WHEREAS, telephone services are an essential communication network necessary for the well-being of every American citizen;and WHEREAS, Pacific Bell rates continue to increase to the average citizen at a higher rate than the cost of living index; and WHEREAS, senior citizens and others on fixed income are least able to afford increases in the cost of essential telephone services; and WHEREAS, the proposed increases represent a 50% rate hike for essential lifeline services and WHEREAS, unlimited local service calls will be increased almost 1000; and WHEREAS, increases in basic telephone service rates affects the discretionary' dollar, of all citizens; and. WHEREAS, sales tax revenue essential to local government is decreased when spendable income is limited. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemead as follows: SECTION 1. The City Council of the City of Rosemead urges the Legislature and the Governor of the State of California to take positive action to assure that telephone rates are raised not more than once each calender year in the amount not to ex- ceed the annual percentage rise of the consumer price index. SECTION 2. The City Clerk is directed to transmit certified copies of this Resolution to each member of the California State Legislature, the Governor, Members of-the California Public Utilities Commission, and the League of California Cities._ SECTION 3. The Mayor is hereby authorized to affix his signa- ture to this Resolution signifying its adoption by the City,Council of the City of Rosemead, and the City Clerk is directed to attest thereto.
