A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ROSEMEAD MAKING
CERTAIN FINDINGS AND DETERMINATIONS
WITH RESPECT TO CERTAIN STREET
RECONSTRUCTION PROJECTS
WHEREAS, the portions of Columbia, Falling Leaf, Evelyn,
Isabel and Stevens Streets, as depicted on Exhibit "A",
attached hereto and incorporated by this reference, lie
westerly of Project Area No. 1; and
WHEREAS, improvement of these streets will accomodate
increasing traffic volume through the network of streets that
have already been improved with redevelopment financing.
NOW, THEREFORE, the City Council of the Rosemead
resolves as follows:
SECTION 1. The City Council finds, determines and
declares:
(a) The payment by the City of Rosemead of the
costs of improving (new pavement, right-of-way, repair of
curbs, gutters and sidewalks, as necessary) those portions of
Columbia, Falling Leaf, Evelyn, Isabel and Stevens Streets,
as depicted on Exhibit "A", is of benefit to Project Area
No. 1. This finding is based upon the fact that the named
streets will join a network of improved streets leading to
Project Area No. 1, thus providing improved traffic flow for
cars entering or exiting the Project Area.
(b) That there are no other reasonable means of
financing such buildings, facilities, structures or other
improvements available to the community. Although the City
has a General Fund surplus the uncertainty of continuing
municipal revenue sources militates against the depletion of
the existing reserves until such time as revenue sources are
permanently stabilized.
SECTION 2. The City Clerk shall certify to the adoption
of this Resolution.
PASSED, APPROVED and ADOPTED this 24th day of
September, 1985.
