CC - 1984-36 - Agreements between City and CaltransRESOLUTION NO. 84-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS WITH RESPECT TO AND APPROVING AGREEMENTS BETWEEN THE CITY OF ROSEMEAD AND CALTRANS THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City of Montebello and the Community Redevelopment Agency of the City of Montebello are engaged in activities necessary to execute and implement the Redevelop- ment Plan for the Montebello Hills Redevelopment Project (Project); and WHEREAS, in order to implement the Redevelopment Plan, the State of California Department of Transportation (Caltrans) has proposed certain agreements for modification of the east bound on and off ramps at Paramount Boulevard and at San Gabriel Boulevard on the Pomona Freeway, herein- after referred to as "Freeway Improvements"; and WHEREAS, the Montebello City Council, as governing body of the lead Agency, has approved and adopted Final Supple- ments to the Environmental Impact Report by Resolution No. 80-20 and Resolution No. 81-113, which considers the develop- ment of property in the Project Area and Freeway Improvements and found and determined that such Freeway Improvements will not have a significant effect on the environment or result in a substantial or potentially substantial adverse change in the environment except as identified in the Final Supplements to the Environmental Impact Report; and WHEREAS, the Rosemead City Council has considered all terms and conditions of the proposed superseding Freeway Agreement and Cooperative Agreement, hereinafter referred to collectively as the "Agreements"; NOW, THEREFORE, BE IT RESOLVED THAT: SECTION 1. The Rosemead City Council hereby acknowledges the Montebello City Council finding that the environmental impacts related to the redevelopment of the \ Project and the Freeway Improvements described in the Agreements were considered under the circumstances presented in the Final Supplements to the Environmental Impact Report for the Project and that no additional information or changes of circumstances require any further supplement to the EIR. SECTION 2. The Rosemead City Council hereby finds and determines that the proposed First Amendment to Agreement and the public improvements described in the Agreement will not have a significant effect on the environment, or result in a substantial or potentially substantial adverse change in the environment, except as identified in said Final Supplements to the Environmental Impact Report. SECTION 3. The following Agreements with Caltrans are hereby approved: (a) Superseding Freeway Agreement; and (b) Cooperative Agreement No. 3647. SECTION 4. The Mayor is authorized to execute said Agreements on behalf of the City and the City Manager is authorized and directed to take all actions and sign all documents necessary to carry out said Agreements on behalf of the City. SECTION 5. The City Clerk shall certify to the adop- tion of this Resolution. PASSED, APPROVED and ADOPTED this 12th day of June 1984.
