CC - 1984-63 - Reconstruction of Hellman Avenu Phase III~ T RESOLUTION NO. 84-63 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO THE HELLMAN AVENUE "PHASE III" RECONSTRUCTION PROJECT WHEREAS, the portions of Hellman Avenue and Kelburn Avenue, as depicted on Exhibit "A", attached hereto and incorporated herein by this reference, lie northwest of Project Area No. 1; and WHEREAS, improvement of these streets will accommodate traffic volume into and out of the Project Area; and WHEREAS, the improvement of the streets by the provision of uniform curbs, gutters and sidewalks will be of benefit to persons using Garvey Park and the addition thereto recently acquired from Los Angeles County. NOW, THEREFORE, the City Council of the City of Rosemead resolves as follows: Section 1. The City Council finds, determines and declares: (a) The payment by the Rosemead Redevelopment Agency of the costs of improving (new Pavement, repair of curb, gutters, sidewalks, as necessary) those portions of Hellman Avenue and Kelburn Avenue, as depicted on Exhibit "A" is of benefit to Project Area No. 1. This finding is based upon the proximity of these streets to Garvey Park, which is a City recreational facility serving the Project Area. (b) The project is in conjunction with previous street improvements in.the area that were funded by the Rosemead Redevelopment Agencv. Hellman Phase I which consisted of the reconstruction of Hellman (Del Mar to San Gabriel); La Fayette (Hellman to Artson); Eckhart (Hellman to Artson); Kelburn (Hellman to Dorothy); Dorothy (Del Mar to Kelburn); and Brighton (Hellman to Dorothy), was funded by the Agency. (c) That there are no other reasonable means of financing such buildings, facilities, structures or other improvements available to the community. Although the City has a General Fund surplus, the uncertainty of continuing municipal revenue sources militates against the depletion of the existing reserves until such time.as revenue sources are permanently stabilized. r Section 2. The City Clerk shall certify to the adoption of this Resolution. 1984.
