• TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FROM: rL CRO WE, CITY MANAGER DATE: RUARY 2, 2005 • RE: AUTHORIZATION FOR CAPTAIN RICHARD SHAW TO ATTEND SPECIAL LAW ENFORCEMENT CULTURAL VISIT TO HONG KONG AND MAINLAND, CHINA, MARCH 14-20,2005 The Los Angeles County Sheriffs Department and E-Bestofasia. com have arranged a special law enforcement cultural visit to Hong Kong and Mainland China, March 14-20, 2005. The attendees will have the opportunity to learn how the Hong Kong Police Department and the Mainland Chinese Police Department apply their law enforcement duties and interact with the citizens they protect and serve. Attendees will also be exposed to the Chinese Emergency Management System, Chinese Incident Command System, Emergency Management Procedures, Communications, Ethics, Technology and Custody Facilities. The lessons learned during this cultural visit will be shared with Rosemead personnel and they will greatly enhance the abilities of assigned personnel to address the issues within the growing Asian community. This cultural visit will be headed by Undersheriff Larry Waldie and it is anticipated that there will be approximately 60 management and line level personnel from the Sheriffs Department participating. The cities of Duarte and Temple City will also be sending deputies. The approximate cost of the trip would not exceed $2,000.00. It is recommended that the Rosemead City Council authorize the attendance of Temple Station Commander, Captain Richard Shaw.
