OF INTEREST TO CITIZENS WISHING TO PARTICIPATE
1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not

(please complete the Speaker Request Form stating your preference to speak either at the

y RESOLUTION NO. 2005-08 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 2005-08, for payment of City
expenditures.
IV. CONSENT CALENDAR - RECOMMENDATION: APPROVAL
CC-A APPROVAL Or eLANS AND SPECIFICATIONS AND AUTHORIZATION
TO SEEK BIDS FOR ROSEMEAD BUS STOP IMPROVEMENTS
This project involves removal of the old, dilapidated bus shelter furniture and
replacement with all new bus shelters and trash receptacles citywide.

Recommendation: Approve the plans and specifications and authorize
advertisement for bids by the City Clerk.
_et _B AUTHORIZATION TO ATTEND ROSEMEAD CHAMBER OF COMMERCE
2005-06 ANNUAL PLANNING CONFERENCE, MAY 5-7,2005, PALM.
DESERT
The conference provides Council Members and staff with the opportunity to work
with the Chamber in developing their goals and objectives for the coming fiscal
year.
Recommendation: Authorize the attendance of any Council Member, City
Manager and staff as assigned by the City Manager.
CC-C REQUEST TO RESERVE A PORTION OF ROSEMEAD PARK
Pastor Wu of the Evergreen Baptist Church is planning on hosting another
"Rosemead Big Day" on Sunday, June 12, 2005 along with seven other churches.
The volunteers will perform various community service projects such as
neighborhood/yard clean-ups and small beautification projects, etc.
Recommendation: Pastor Wu and his volunteers be allowed to reserve the
southern portion of Rosemead Park.
CC-D CONSIDERATION OF BLUE CURB INSTALLATIONS IN RESIDENTIAL
NEIGHBORHOODS - PILOT PROGRAM
A request has been received by a resident for the installation of a blue curb in
front of his residence. The applicant possesses a disabled person parking placard
and has indicated that he has difficulty walking long distances because of various
medical conditions including arthritis, asthma, chronic pain and knees that need
surgical repair. He has come to the City for some relief. The City has no formal
policy regarding the installation of blue curb in residential neighborhoods.
In this particular case, the resident has no viable alternatives to provide parking
adjacent to his property. The shared driveway provides little parking area on-site
and other cars on the driveway can often restrict access.
Recommendation: Approve the Traffic Commission's recommendation to
install 20 feet of blue curb with appropriate sign in front of 3229 Isabel Avenue as
a pilot program. This installation will be re-evaluated in six months. During this
period, staff will monitor the location, keep in contact with the resident, and
--_-Act,ermine if additional requests for blue curbs are submitted.
CC-E AUTHORIZATION TO PARTICIPATE IN THE STATE OF CALIFORNIA
CAL-CARD PROGRAM
J Staff has been made aware of the State of California's CAL-Card Program
/ which allows government agencies to issue restricted use credit cards to elected
officials and qualified managers.
Recommendation: Authorize staff to submit an application and required
documentation for any Council Member who may desire to participate. It is
further recommended that Council authorize a maximum monthly limit of $5,000.
CC-F ENGINEERING PROPOSAL FOR ASPHALT CONCRETE OVERLAY ON
VARIOUS CITY STREETS
The asphalt concrete overlay is proposed on various street throughout the City of
Rosemead. The streets selected conform to priorities recommended in the City's
Pavement Management System report.

Recommendation: Approve the engineering proposal and direct staff to begin
the preparation of the necessary plans and specifications.
CC-G ENGINEERING PROPOSAL FOR PAVEMENT MANAGEMENT SYSTEM
UPDATE
The City is required to update its Pavement Management System (PMS) every
two years in order to receive Proposition "C" funding. Currently, the City
receives approximately $580,000 annually of Proposition "C" funds.
Recommendation: Approve the engineering proposal and direct staff to begin
the update of the Pavement Management System.
CC-H RESOLUTION NO. 2005-11 - A RESOLUTION ORDERING THE
SUMMARY VACATION OF THAT CERTAIN PUBLIC RIGHT-OF-WA
KNOWN AS RAMONA BOULEVARD AND MAKING FINDINGS OF
FACT
A request was received from Primestor Development, Inc., owner of the Le
Property at 8920 Glendon Way, that the City vacate a portion of Ramona
Boulevard that lies between their property and the I-10 Freeway.
Recommendation: Adopt Resolution No. 2005-11 ordering the Summary
Vacation of that certain public right-of-way known as Ramona Boulevard.
