1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not

Recommendation: Adopt Resolution No. 2005-12, for payment of City
expenditures.
IV. CONSENT CALENDAR -RECOMMENDATION: APPROVAL
CC-A RESOLUTION NO. 2005-14- SUPPORTING AB1222 (JONES); AB 888 (DE
LA TORRE); AND SB 459 (ROMERO) WHICH WOULD ENACT
LOCOMOTIVE AND RAIL YARD EMISSIONS REDUCTION AND
MITIGATION PROGRAMS; A REMOTE SENSING PROGRAM; AND CALL

Attached for consideration is a Resolution supporting three bills that the South
Coast Air Quality Management District (AQMD) has requested the City of
Rosemead to support. The purpose of the bills are to mitigate and reduce toxic
diesel emissions from trains and rail yard operation.
Recommendation: Adopt Resolution No. 2005-14.
CC-B ADOPT RESOLUTION NO. 2005-13, AUTHORIZING THE CITY'S
PARTICIPATION IN THE APPEAL OF THE DECISIONS OF THE
SUPERIOR COURT IN THE MUNICIPAL STORMWATER PERMIT
LITIGATION
The estimated costs of the City's share of litigation expenses range from $4,000 to
$5,000. The Resolution authorizes the City's participation in the appeal and
retains Rutan & Tucker, which represented Rosemead and 30 other cities in the
litigation, to prosecute the appeal.
Recommendation: Adopt Resolution No. 2005-13 authorizing the City's
participation in the appeal of the Superior Court decisions in the Los Angeles
County Municipal Storrnwater Permit litigation.
CC-C AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND THE COUNTY
OF LOS ANGELES TO PROVIDE A GANG ALTERNATIVE PREVENTION
PROGRAM (GAPP)
This Agreement extends the GAPP for fiscal year 2005-06.
Recommendation: Authorize the extension of the GAPP Agreement with the
County of Los Angeles for fiscal year 2005-06.
CC-D AUTHORIZATION TO INSTALL A VIBROTACTILE PEDESTRIAN
PUSHBUTTON DEVICE AT WALNUT GROVE AVENUE AND LANDIS
VIEW LANE
At the request of a visually impaired individual, the Traffic Commission
recommended installing a virbrotactile pedestrian pushbutton at the intersection of
Walnut Grove Avenue and Landis View Lane. This feature will alert visually
impaired pedestrians that the traffic signal has changed giving them the right-of-
way to cross the street.
Recommendation: Approve the Traffic Commission's recommendation to
install a Vibrotactile Pedestrian Pushbutton Device at Walnut Grove Avenue and
Landis View Lane and authorize installation of the device by Republic Electric.
E APPROVAL OF MODIFICATION TO EXISTING RED CURB ON NEVADA
STREET (ROSEMEAD/IVAR)
The residents of Nevada Street have expressed their concerns regarding overflow
parking from Sea Harbour Seafood Restaurant onto their block. One solution is to
increase parking near the restaurant by modifying existing red curb.
Recommendation: Approve the Traffic Commission's recommendation to
reduce the amount of red curb on the north side and install red curb on the south
side of Nevada Street just west of Rosemead Boulevard.
EXTENSION OF AGREEMENT WITH REPUBLIC ELECTRIC FOR
TRAFFIC SIGNAL MAINTENANCE SERVICES
The City has received a request from Republic Electric to extend its current
agreement through May 31, 2006.

Recommendation: Approve the extension and authorize the Mayor to sign the
Extension of Agreement.
