Mr. Jhon Rodriguez, 620 N. San Gabriel Boulevard, requested the installation of an
audible pedestrian signal at the intersection of Walnut Grove Avenue and Landis View
Lane. He and his wife are visually impaired and have difficulty in determining if they
have the right-of-way to cross the street as they are unable to visually determine if the
light has changed. Also, due to the configuration of the intersection adjacent to San
Gabriel Boulevard, they are not able to discern the movement of vehicles.
Base on guidelines in the Manual of Uniform Traffic Control Devices and a review of
ADA requirements, audible pedestrian signals are not required unless there is a
demonstrated need at a given location. A request such as that received from Mr.
Rodriguez provides the need.
After input from local property owners and much deliberation by the Traffic Commission,
the Traffic Commission recommended an alternative to an audible pedestrian signal in
the form of a vibrotactile device.
A vibrotactile device vibrates to notify the visually impaired pedestrian when the
"walking person" symbol is being shown. The vibrotactile device provides a vibration at
the pedestrian push button location with an arrow pointing in the direction of the
crossing.

It is estimated that the cost to install vibrotactile devices at Walnut Grove Avenue and
Landis View Lane is $1,500.
RECOMMENDATION
Approve the Traffic Commission's recommendation to install a Vibrotactile Pedestrian
Pushbutton Device at Walnut Grove Avenue and Landis View Lane and authorize
installation of the device by the City's traffic signal maintenance contractor, Republic
Electric.

Mr. Jhon Rodriguez. 620 N. San Gabriel Boulevard, has requested the
installation of audible pedestrian signals at the intersection of Walnut Grove
Avenue and Landis View Lane. Mr. Rodriguez's letter Indicated that when they
cross Walnut Grove Avenue at Landis View Lane they find it difficult to determine
when pedestrians are given the *walking man" symbol because of the contrast in
sunlight against the pedestrian signal.
CONDITIONS
Currently, the intersection of Walnut Grove Avenue and Landis View lane
operates with walnut Grove Avenue and San Gabriel Boulevard. One single
traffic controller controls these two intersections. Pedestrians crossing Walnut
Grove Avenue at Landis View Lane wil get a 'walking man" symbol when the
pedestrian push button is activated. At that same time, the vehicles exiting
Landis View Lane will receive a green signal.
Pedestrians are not allowed to cross Walnut Grove Avenue at San Gabriel
Boulevard. Pedestrians must travel north on Walnut Grove Avenue and cross at
Landis View Avenue.
Pictures of the subject intersection will be available at the Traffic Commission
meeting,
DISCUSSION
ViswKy impaired people often depend on the sounds of traffic to determine when
a traffic signal has changed giving them the right-of-way to cross the sheet.
When cross street traftic has a low volume of traffic, it can become difficult for
visually impaired people to determine when they have been given the right-ol-
way.

Many cities use audible pedestrian signals to assist visually impaired people in
crossing the street. These signals "tweet or cuckoo" notifying pedestrians when
the "walking man" phase is on. It is usually silent when the `hand is on.
Landis view Lane at Walnut Grove Avenue has a low volume of traffic. This can
make it difficult for a visually impaired person to know when the right-of-way has
been given to Landis View Lane. With a low volume of traffic, the visually
impaired person does not hear vehicles exiting from Landis View Lane and
therefore is unsure of the right-of-way for the pedestrian.
The City of Rosemead has not received many requests for assistance in crossing
the street by visually impaired people. In my tenure at the City, 1 do not know of
any other such requests.
Audible pedestrian signal requires the installation of a aspeaker" usually on top of

A regular meeting of the Rosemead Traffic Commission was called to order by
Chairperson Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard,
Rosemead.

V. A. REQUEST FOR AUDIBLE PEDESTRIAN SIGNALS AT WALNUT
GROVE AND LANDISVIEW LANE
Deputy Traffic Engineer Itagaki presented the staff report and passed out
some pictures of the intersection to the Commission.
After some discussion amongst the Commission, it agreed upon to defer
this item to the February Traffic Commission Meeting for further
information.
B. REQUEST FOR RED CURB ON GLADYS AVENUE SOUTH OF
GARVEY AVENUE (WALGREENS)
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
Staff was looking for Traffic Commission direction on this item. It is
understandable that Walgreens would like easier access to it's delivery
dock. However, removing parking in front of 2749 Gladys Avenue may
be a hardship to the residents. Staff is leaning towards a compromise by
removing 17 feet of parking in front of 2749 Gladys Avenue. This would
provide a remaining 20 feet of parking and provide a clearance to the
delivery dock driveway.
Staff recommends the Traffic Commission obtain public comment and
direct staff on this item.
Assistant City Manager Wagner stated that the owner of the Pawn Shop
had no problem with the recommendation and thought it was a good
idea.
After some discussion amongst the Commission, it was moved by
Commissioner Matsdorf, seconded by Commissioner Quintanilla, and
carried unanimously to approve the Traffic Engineer's recommendation,
to remove 17 feet of parking in front of 2749 Gladys Avenue, and inform
the residents when this item goes to City Council.

RE: Request for Audible Pedestrian Signals at Walnut Grove
Avenue and Landis View Lane - Follow-up
At the Traffic Commission's January meeting, the discussion regarding this
request lead to questions by the Commission. These questions dealt with the
overall obligation of the City for the installation of audible pedestrian signals. The
Commission was concerned that the installation of audible pedestrian signals
might obligate the City to install these devices throughout the City.
The Manual of Uniform Traffic Control Devices (MUTCD) California supplement
is now the "traffic manual" used in the state of California regarding traffic devices.
The MUTCD indicates that an audible pedestrian signal "may be considered
when an engineering study and evaluation have been conducted and the
following minimum conditions have been met:
a) The proposed intersection crosswalk must be signalized.
b) The audible devices should be retrofitted to the existing traffic signal
hardware.
c) The signalized intersection should be equipped with pedestrian push
buttons.
d) The selected crosswalk must be suitable for the installation of audible
signals, in terms of surrounding land use and traffic patterns.
e) There must be a demonstrated need for the audible signals in the form of
a request from an individual or group that would use the audible signal,
f) The individual or group requesting the device should agree to train the
visually impaired users of the audible signals."
Staff also made inquiries with Willdan's expert on ADA requirements, Mr. Elroy
Kiepke. Mr. Kiepke reviewed the Department of Justice's website and the ADA
regulations. Currently, the ADA only regulates the installation of curb ramps
within the public right-of way. It does not appear that the ADA would require the
installation of audible pedestrian signals throughout the City if one were to be
installed at a location.
Based on the guidelines in the MUTCD and review of ADA requirements, it
appears that audible pedestrian signals would not be required unless then: is a
demonstrated need. And, such an installation would not require the City to install
audible pedestrian signals throughout the City.

This letter confirms our conversation last week concerning the proposed audible
pedestrian signals on Walrhut Grove and Landisview Lane. Ten years ago 1 purchased
property in Rosemead and have enjoyed living in such a quiet neighborhood. The
prospect of one of these irritatingly noisy signals is more than disturbing and most
unacceptable to me. I must firmly object to their plaoernent 100 feet from my front door.
It is my understanding that these types of signals are in effect 24 hours a day, seven
days a week. I am very familiar with the consbnt piercing, chirping sound they make.
My cousin, whom I visit frequently, has four of them approximately 125 feet from her
front bedroom. We can hear the chirp if we are eating in the kitchen or chatting in the
" room. It is more than annoying. 1 can only krwgine tow aggravati ng it must be to
try and fall asleep with that unruly clatter at bedtime.
I am not opposed to assisting the handicapped but it should be with an audible signal
Drat can be activated upon request In other words, should a blind person require
assistance at the crosswalk; they should be able to press a button and it would activate
the mechanism for the audible signal, Having been an electrician most of my life; I
know that it would be easy to modify the current circuitry to accommodate such a
modification.
My neighbors. I they under stood the ramriications of these signals. would never be in
favor of listening to the obnoxious sound every few minutes all day and night. My next
door neighbors would be greatly and adversely impacted by these signals. I'm sure they

A. REQUEST FOR AUDIBLE PEDESTRIAN SIGNALS AT WALNUT
GROVE AND LANDISVIEW LANE
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
It was recommended that audible pedestrian signals be installed at the installed
at the intersection of Walnut Grove Avenue at Landis View Lane for pedestrian
crossing Walnut Grove Avenue.
In addition, staff received 2 letters of opposition for the installation, one from Mr.
Gary Gurrola and the other from the Offices of Lucinda Moreno. Their main
concern is that the audible signal would be operating 24 hours a day.
Commissioner Knapp stated that Mr. Gurrola and Ms. Moreno should be
informed that the signal would only be triggered when pressed by a pedestrian.
Commissioner Benjamin stated that his concerns are that we as a society have too
much noise level, from trucks, trains, cars, etc., and studies have shown that all
this noise is harmful to our health, and he is not in favor of an audible signal.

Mr. Pike stated that the chime on the audible signal is not for the driver, but for
the person with the disability.
Commissioner Quintanilla asked if there is a decibel standard.
Deputy Traffic Engineer Itagaki stated that the decibel standard is regulated by
the State. She went on to say that this would be the first one to be installed in the
City, and others would be considered only upon request.

Mr. Gurrola stated that his main concern is that the audible signal would be
operating 24 hours a day.
Deputy Traffic Engineer Itagaki reiterated that the signal would be on 24 hours a
day, however, it would only be triggered by the pedestrian pushing the button,
and only for 7-10 seconds.
Commissioner Benjamin stated this is not a good solution and requires more
study, and is afraid that this will set a precedence.
Deputy Traffic Engineer Itagaki stated that she will look into another possible
solution, and bring it back next month.

Mr. Espinoza stated that another solution that he is aware of is a signal that
vibrates, and this would eliminate the problem with the noise.

A. REQUEST FOR RELOCATE BUS STOP FOR EASTBOUND VALLEY
BOULEVARD WEST OF HART AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
It was recommended that the Traffic Commission consider approving the
relocation with the intent that the Council and applicant reach agreement on the
funding of the relocation.

Mr. Pike stated that he is a former Councilmember and has owned this property
since his return from World War II. He also gave several examples of bus stop
locations in the City where the buses cross the signal, stop, making it easier for
the buses to pull in and out of traffic, because the traffic is stopped.

RE: Request for Audible Pedestrian Signals at Walnut Grove
Avenue and Landis View Lane - Vibrotactile Devices
At the Traffic Commission's February meeting, the Commission had a brief
discussion on this item. The Commission received comment from Mr. Gary
Gurrola a homeowner in the vicinity of Walnut Grove Avenue and Landis View
Lane. Mr. Gurrola also submitted letters of support from two other property
owners in the area-
The Commission expressed concern regarding the audible pedestrian signals
and the level of sound in the intersection of Walnut Grove Avenue and Landis
View Lane. The Manual on Uniform Traffic Control Devices (MUTCD) provides
the guidelines for the sound levels of the audible pedestrian signals. The
MUTCD indicates that audible pedestrian signals should provide a maximum
volume of 89 dBA or no more than 5 dBA louder than ambient sound in the area.
Figure 1 shows the relative sound levels of common sounds. An 89 dBA would
relate to anything from a "Home Shop Tool" to a "Snowmobile". However, the 89
dBA is the maximum level allowed for an audible pedestrian signal. If the audible
pedestrian signal were to be installed at this location, staff would recommend the
sound level be set at 5 dBA louder than the ambient sound in the area.
Another alternative to the audible pedestrian signals is the r brotactile device.
This device vibrates to notify the visually impaired pedestrian when the "walkin
person" symbol is being shown. The vibrotactile device provides a vibration at
the pedestrian push button location with an arrow pointing in the direction of the
crossing. The vibrotactile device can be installed with or without the use of a
locator noise for the push button.

Mr. Gurrola came into my office and informed me of the proposed audible pedestrian signal. He
explained the outcome. I strongly agree H7th Mr. Gurrola. If the City of Rosemead feels the
need to add "Audible Pedcstrian Signals". the), should be available on an as needed basis only.
My office window is eight feet away from subject signal and I am ;neatly opposed to a siren or
audible buzzer running 24-hours a day, especially during business hours.

Mr. Kelty staffed that at Shuey School, cones are being put up for cars turning left,
going west on Wells turning into the school, and people are going into the
eastbound traffic lanes.
Commissioner Matsdorf stated that she works at the school and the school has
sent out letters to the parents reminding them not to'doa that.
Mr. Kelty also stated that the "No Parking" signs on Garvey Avenue (both sides),
are very faded and need to be replaced.
Mr. Kelty went onto say that going south on Del Mar, making a left turn onto
Garvey, the left turn lane takes approximately 4 cycles to get through the green
light.

This gentleman stated that eastbound on Rush Street there are 2 breaks in the
median, one that does not have a left turn provision, and people are making a u-
turn at this location, blocking traffic.

Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
Due to the concerns of the noise level of an audible pedestrian signal by the
Traffic Commission and nearby property owners, it was recommended that
vibrotactile:devices be installed at the intersection of Walnut Grove Avenue at
Landisview Lane for pedestrians crossing Walnut Grove Avenue.
Commissioner Matsdorf asked Mr. Jhon Rodriguez if he would be able to use
the vibrotactile device.
Mr. Rodriguez stated that it should be okay, however, he has never used a
vibrotactile device.
Deputy Traffic Engineer Itagaki stated that they will' find a location where a
vibrotactile device is located and drive Mr. Rodriguez to the location to try it out.
In addition, once installed, staff will give Mr. Rodriguez an in-service on how
the device works.
Commissioner Knapp stated that there are locations Ph Monterey Park where
vibrotactile devices are installed.

Ms. DeCocker stated that she feels that vibrotactile devices should be installed at
several other locations in this area.
Deputy Traffic Engineer Itagaki stated that research has shown that people that
are visually impaired are trained to listen to traffic, so they know when ifs their
time to cross.
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf
and carried unanimously to approve the Traffic Engineer's recommendation.

V. STAFF REPORTS
A. CONSIDERATION OF BLUE CURB INSTALLATIONS IN
RESIDENTIAL NEIGHBORHOODS
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
It was recommended that the Traffic Commission receive comment from Mr.
Martinez and determine what parking restrictions might assist his dilemma or
direct staff to proceed with additional analysis. It was further recommended that
the Traffic Commission not develop a blue curb policy at this time. Staff will
continue to bring such requests to the Commission when they occur and evaluate
the requests on an individual basis.

far. He has arthritis, chronic pain, diabetes, needs surgery, on his knee, etc.
