CC - Item 4F - Request of Additional Traffic Controlsi 0 TO: HONORABLE MAYOR AND MEMBERS ROSEME CITY COUNCIL FROM: BILL CR E, CITY MANAGER DATE: JUNE 7, 2005 RE: REQUEST FOR ADDITIONAL TRAFFIC CONTROLS AT ANGELUS AVENUE/KLINGERMAN STREET AND ANGELUS AVENUE/FERN AVENUE Councilmember Clark received a letter from several Angelus Avenue area residents concerned with the number of Rice Elementary School students crossing in the area of Angelus Avenue/Klingerman Street and the lack of centerline striping at the Angelus Avenue/Fern Avenue curve. School children cross in the area of Angelus Avenue/Klingerman Street on their way to the bridge over the Alhambra Wash that leads to the area of Rice Elementary School. The Manual of Uniform Traffic Control Devices states that school warning assemblies may be posted up to 500 feet in advance of a school boundary. The intersection of Angelus Avenue/Klingerman Street is within 500 feet of the school. Field observations confirmed that there is no striping on the curve of Angelus Avenue and Fern Avenue. Based on the above, the Traffic Commission recommended installing a school warning assembly for southbound Angelus Avenue north of Klingerman Street and for westbound Klingerman Street east of Angelus Avenue, and double yellow centerline striping with reflectors on the curve of Angelus Avenue and Fern Avenue. RECOMMENDATION Approve the Traffic Commission's recommendation to install a school warning assembly for southbound Angelus Avenue north of Klingerman Street and for westbound Klingerman Street east of Angelus Avenue, and double yellow centerline striping with reflectors on the curve of Angelus Avenue and Fern Avenue. AGIR DA Attachment JUN 14 2005 ITEM N0,L d 9-- f • • Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: May 2, 2005 RE: Request for Additional Traffic Controls at Klingerman Street and Angelus Avenue REQUEST Councilmember Clark received a letter (attached) regarding traffic controls at the intersection of Klingerman Street/Angelus Avenue and Angelus Avenue/Fern Avenue. Several residents in the vicinity of the intersection signed the letter. The residents were concerned with the number of children crossing in the area of Klingerman Street and Angelus Avenue that attend Rice Elementary School. In addition, some residents of Angelus Senior Housing walk in the neighborhood. The residents also expressed concern that there was no striping through the curve at Angelus Avenue and Fern Avenue. Klingerman Street is a 62-foot wide roadway east of Delta Avenue. At this point, the roadway provides 2 lanes of traffic in each direction separated by a double yellow centerline. The roadway then narrows to approximately 36 feet wide with one lane in each direction separated by a double yellow centerline. Angelus Avenue intersects Klingerman Street at an "L" intersection. Angelus Avenue continues with the 36-foot roadway width and double yellow centerline striping. The double yellow centerline ends approximately 50 feet beyond the end of the curve. Fern Avenue is a 36-foot roadway with no striping. Fern Avenue intersects Angelus Avenue at an "L" intersection. The speed limit on Klingerman Street, Angelus Avenue and Fern Avenue is 25 mph. Photos and exhibits of the subject locations will be` available at the Traffic Commission meeting. i • May 5, 2005 Traffic Commission Meeting Request for Additional Traffic Controls at Klingerman Street and Angelus Avenue DATA The reported collision history at these two intersections will be available at the Traffic Commission meeting. DISCUSSION Field observations were made during the early afternoon hours. During that time, a few seniors were walking in the area but no school age pedestrians were observed. However, discussions with City staff confirm that school age pedestrians do cross in the area of Klingerman Street and Angelus Avenue to access the bridge to Rice Elementary School. Field observations also confirm that there is no striping on the curve of Angelus Avenue and Fern Avenue. The installation of double yellow centerline striping is recommended to assist motorists in negotiating this turn. The Manual on Uniform Traffic Control Devices (MUTCD) is the state of California's "traffic manual". The MUTCD is the source the City uses when determining if the installation of traffic control devices satisfy the guidelines provided in the MUTCD. The MUTCD states that a school warning assembly may be posted up to 500 feet in advance of a school boundary. The intersection of Klingerman Street and Angelus Avenue is less than 500 feet from the boundary of Rice Elementary School. Install school warning assembly (S1-1 and S4-3 signs) for southbound Angelus Avenue north of Klingerman Street and for westbound Klingerman Street east of Angelus Avenue. Install double yellow centerline striping on the curve of Angelus Avenue and Fern Avenue. Exhibit 1 will be available at the Traffic Commission meeting to identify these recommendations. ROLL CALL Present: Chairman Quintanilla, Vice-Chairperson Matsdorf and Commissioner Knapp Absent: None Pledge of Allegiance: Vice-Chairperson Matsdorf Invocation: Commissioner Knapp 1. APPROVAL OF MINUTES The minutes for April 7, 2005, were deferred to the June, 2005 meeting. II. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Jim Flournoy 8655 Landisview Lane Rosemead, California 91770 Mr. Flournoy stated that he would like to see the truck routes in Rosemead on Temple City Boulevard and Walnut Grove brought before the Traffic Commission. III. OLD BUSINESS - NONE • • IV. NEW BUSINESS A. REQUEST FOR ADDITIONAL TRAFFIC CONTROLS AT KLINGERMAN STREET AND ANGELUS AVENUE Deputy Traffic Engineer Itagaki presented. the staff report. Recommendation Install school warning assembly (Sl-1 and S4-3 signs) for southbound Angelus Avenue north of IGingerman Street and for westbound Klingerman Street east of Angelus Avenue. Install double yellow centerline striping on the curve of Angelus Avenue and Fern Avenue. Deputy Traffic Engineer Itagaki passed out exhibits and copies of pictures. Commissioner Knapp stated that she would like to see reflectors placed on the double yellow lines. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf and carried unanimously to approve the Traffic Engineer's recommendation, with the addition of the reflectors on the double yellow lines. V. STAFF REPORTS Planning Director Brad Johnson stated that the Red Curb on Nevada Street by the Harbor Seafood will be on the agenda for the City Council meeting on May loth. VI. COMMISSIONER REPORTS Commissioner Knapp stated that the City monument on Garvey east of New is broken and someone has taken the City seal. Commissioner Knapp also stated she would like to have staff look at the lights on Klingerman at Walnut Grove. Sheriffs representative stated that the extra patrol on Brookline and Marshall brought in 26 speeders and 53 overweight trucks on Loftus from April 151 to present. • i Chairman Quintanilla asked if there was enough activity at this location to warrant patrol on a regular schedule. Commissioner Knapp asked if restrictions could be placed on Hellman Avenue, not to allow trucks, because of the on-ramp. Deputy Traffic Engineer Itagaki stated that she will look into it Speaking before the Commission was: Victor Ruiz 9703 Olney Street Rosemead, California 91770 Mr. Ruiz thanked the Sheriffs representative for putting the deputies out on full force on Lofius. He would also like to see a study done on on-and-off ramps certified by the Federal Government to accept big rigs over 50 feet Mr. Ruiz went on to say that the truck signs in South El Monte have been torn down and have not been put back up since the completion of construction, and asked if staff could send a letter to El Monte to re-post the signs. Sheriffs representative stated that there will be a D.U.L Checkpoint on May 20th, on Garvey Avenue near Delta by the Park. VIII. ADTOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:34 p.m., with 15 people in the audience.
