MAYORS AND COUNCIL MEMBERS ACADEMY EXECUTIVE FORUM
AND ADVANCED LEADERSHIP WORKSHOPS, JULY 27-30,2005,
MONTEREY
Attached for your consideration is information regarding the aforementioned Conference. There
will be sessions on the League in the 21" Century, the Future of Land Use Planning, Tools for
Building Better Communities, Creative Ways to Increase City Finances, Telecommunication,
Superstores or Supersores, Working with LAFCO, Redevelopment and Economic Development,
and Homeland Security. Council and staff attend this conference on an annual basis.
RECOMMENDATION
It is recommended that the Rosemead City Council authorize the attendance of any Council
Member, City Attorney, City Manager and staff designee.

Explore the fascinating story of how California got to the current political situation and what it means to you as a
city official. Travel back to when the foundation for today was formed and learn from those who helped create the
Califomia of 2005.
Getting Serious About Housing Future Californians - New Roles For Cities (joint with
Communih- Services)
3:45 - 5: 00 p. m.
California continues to grow (approximately 600,000 new Californians each year), but state and local leaders have
not truly focused on it. This workshop will update you on the ongoing housing and growth discussions the League
is having with homebuilders, counties, environmentalists, the legislature and the administration. The discussions
are in an effort to craft a housing policy for California that will accommodate our new growth, while preserving
maximum local control and creating new fiscal rewards for cities. Help shape this agenda in the future by
participating in small discussions groups. Your engagement in this session will help set the stage for further
progress in creating real solutions to California's housing-jobs-transportation challenges.

Municipal bonds, user utility tax, and transient occupancy tax are some alternatives to help a city provide

Telecommunication regulation is becoming a more prominent issue among cities. Listen to the latest update on
this topic and how this may affect your city.
How To Work With Neighborhood Groups
Almost every official has been there. A good project comes down the line only to be overcome at the last minute
by neighborhood opposition. Why does this happen? And what are the strategies to overcome such obstacles?
This session will focus on what cities and developers can do to involve the neighboring communities in the
process and get buy-in on the project before the approval stage. Such non-traditional community outreach
strategies are increasingly used outside the scope of high profile projects.
If You Build It, Will The Water Come?
This session discusses current water reliability, shortage situation, and future projections. Water and growth are
linked. How are water purveyors, planners and developers finding enough water to serve new development these
days? Some communities import water and some do not. What about recycled water and building recycled water
plants? Listen to these topics discussed at length in this session.
Economic Development - What It Does For Your City
Learn how to set sound policies and how best to guide its effects to enhance your city. Discover how to resolve
conflicts between planning and economic development. LearnvA,ays to work with communities early on in the
process to build trust, and make these interactions work.

Discussion Forum: Conflicts of Interest and You
A cadre of city attorneys has been assembled for this breakfast roundtable. Each table will discuss and learn
about the nuances of conflicts law as it applies to a particular situation (for example, being a realtor in the
community, owning property in the community, doing business in some manner with the city). This format was
recommended by the League's Ethics Education Task Force and has been organized by the League's nonprofit
research affiliate, the Institute for Local Government (www.ilsg.org). The goal is to get to nitty gritty conflicts
questions that are too specific for a general presentation on ethics laws.
Briefing Session: Embracing Green Buildings - What Your City Can Do
Hear what is happening in California to promote "green buildings." Learn how your city can adopt policies and
practices to embrace the green building concept for city-owned buildings and encourage their development by the
private sector.
Briefing Session: Superstores or Supersores?
Is a `big box store' right for your city? Feeling upbeat or beat up about the possibility? Many have strong feelings
about such businesses and the local economy. In some cities, big box stores are an asset especially for sales tax
revenue. For other cities, the decision may hurt local small businesses. Come and decide for yourself.
Briefing Session: Working With Your LAFCO: Building Strong Relationships
If your city wanted to annex more land or change services, do you know LAFCO's role? How can LAFCO
become a collaborative partner for more effective local government? Listen to those answers and more. Come
away with the tools needed to build a strong, solid working relationship with your city's LAFCO.
Briefing Session: Pay Now And Pay Later
Mayors and council members sometimes don't appreciate the financial impact or the stress on the organization
when they terminate a city manager. This session will focus on the lessons learned from real life experiences of
not "doing it right" when removing a city manager.

the specific strategies to handle various problem behaviors, and help you learn to empower yourself to be

Mixed Use - Does It Really Work?
Increasingly cities are considering mixed-use development within existing urban and suburban areas to increase
the supply of housing and make more efficient use of land. This encourages property owners to redevelop older
under-performing strip malls, provide "eyes and ears security" on the street, and enable residents to be less reliant
on the automobile for short convenience shopping trips. This session will explore lessons learned, what has and
hasn't worked from recent mixed-use developments in some cities.
Email And Open Government Laws - What You Don't Know Can Hurt You
Everyone communicates via email. But as a public official, you need to be aware of the requirements of the open
government laws as it relates to your emails. This also applies to council members who email each other even
during the council meeting! Come and find out more about what you can and can't do.
Pension Reform Plans - Implications for Cities And City Benefits Administration
Pension reform is one of the hottest issues in Sacramento, however it can also be one of the most complicated to
understand. 3% @ 50, 3% @55, 2% @ 60 - what are the implications of these formulas on your city expenditures
over the long run? What are the implications of a "defined benefit" and "defined contribution" plans? What are
the different pension reform proposals floating around Sacramento, what is the League doing in this area. Attend
this session to get the latest information on pension.
City, County And School Cooperation - Building For The Future
Cities and schools have many common interests and goals. In this open forum, learn what your city can do to
maximize use of public resources and also help prepare our next generation of citizens. A panel will discuss
examples of collaboration among cities, counties and schools from around the state.

Revitalizing existing communities and developing new infill development brings many challenges. How do you
balance infill development with the requirements of the California Environmental Quality Act (CEQA)? What are
