There will be sessions on the League in the 21" Century, the Future of Land Use Planning, Tools for Building Better Communities, Creative Ways to Increase City Finances, Telecommunication, Superstores or Supersores, Working with LAFCO, Redevelopment and Economic Development, and Homeland Security. Council and staff attend this conference on an annual basis. RECOMMENDATION It is recommended that the Rosemead City Council authorize the attendance of any Council Member, City Attorney, City Manager and staff designee. Getting Serious About Housing Future Californians - New Roles For Cities (joint with Communih- Services) 3:45 - 5: 00 p. m. California continues to grow (approximately 600,000 new Californians each year), but state and local leaders have not truly focused on it. This workshop will update you on the ongoing housing and growth discussions the League is having with homebuilders, counties, environmentalists, the legislature and the administration. The discussions are in an effort to craft a housing policy for California that will accommodate our new growth, while preserving maximum local control and creating new fiscal rewards for cities. Help shape this agenda in the future by participating in small discussions groups. Your engagement in this session will help set the stage for further progress in creating real solutions to California's housing-jobs-transportation challenges. Let's rally around our accomplishments and chart the future now that we have a seat at the political table with the governor and the legislature. Creative Ways To Increase Your City Finances Municipal bonds, user utility tax, and transient occupancy tax are some alternatives to help a city provide increased revenue. Telecommunication Regulation In Your City Telecommunication regulation is becoming a more prominent issue among cities. Listen to the latest update on this topic and how this may affect your city. This session discusses current water reliability, shortage situation, and future projections. Water and growth are linked. How are water purveyors, planners and developers finding enough water to serve new development these days? Some communities import water and some do not. What about recycled water and building recycled water plants? Listen to these topics discussed at length in this session. Economic Development - What It Does For Your City Learn how to set sound policies and how best to guide its effects to enhance your city. Each table will discuss and learn about the nuances of conflicts law as it applies to a particular situation (for example, being a realtor in the community, owning property in the community, doing business in some manner with the city). This format was recommended by the League's Ethics Education Task Force and has been organized by the League's nonprofit research affiliate, the Institute for Local Government (www.ilsg.org). The goal is to get to nitty gritty conflicts questions that are too specific for a general presentation on ethics laws. Briefing Session: Embracing Green Buildings - What Your City Can Do Hear what is happening in California to promote "green buildings." Learn how your city can adopt policies and practices to embrace the green building concept for city-owned buildings and encourage their development by the private sector. Briefing Session: Superstores or Supersores? Is a `big box store' right for your city? Feeling upbeat or beat up about the possibility? Many have strong feelings about such businesses and the local economy. In some cities, big box stores are an asset especially for sales tax revenue. For other cities, the decision may hurt local small businesses. Come and decide for yourself. Briefing Session: Working With Your LAFCO: Building Strong Relationships If your city wanted to annex more land or change services, do you know LAFCO's role? How can LAFCO become a collaborative partner for more effective local government? Listen to those answers and more. Increasingly cities are considering mixed-use development within existing urban and suburban areas to increase the supply of housing and make more efficient use of land. This encourages property owners to redevelop older under-performing strip malls, provide "eyes and ears security" on the street, and enable residents to be less reliant on the automobile for short convenience shopping trips. This session will explore lessons learned, what has and hasn't worked from recent mixed-use developments in some cities. Email And Open Government Laws - What You Don't Know Can Hurt You Everyone communicates via email. But as a public official, you need to be aware of the requirements of the open government laws as it relates to your emails.
