CC - 1974-03 - Implementation and Funding of Urban Transportation ProgramRESOLUTION NO. 74-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD TRANSPORTATION OPPOSING T PROPOSAL OF THE AN URBAN REGARDING HE IMPLEMENTATION AND FUNDING OF TRANSPORTATION PROGRAM. WHEREAS, the State Director of Transportation has advised the Chairman of the Urban System Advisory Committee that he has decided there should be a new decision-making process for the Federal-Aid Urban Program in California; and WHEREAS, ail of the Urbanized cities and counties now have allocation and implementation procedures for administering the Federal- Aid Urban Program that were recommended by the State-wide Urban Advisory Committee and approved by the State; and WHEREAS, these existing procedures were developed to minimize "red tape" and to insure the use of Federal-Aid Urban funds on regionally significant projects determined by the cities and counties; and WHEREAS, these existing procedures allow the cities and counties to determine the proper modes of transportation, to establish priorities, to realize an equitable distribution of funds, and to consider funding sources; and. WHEREAS, the 1973 Federal-Aid Highway Act provides that the responsible local official shall determine Urban route selection, choice of mode, establishment of priorities, and consideration of funding sources; and WHEREAS, the Director now proposes to designate the regional transportation planning agencies as the responsible local official instead of the cities and counties; and WHEREAS, the Director's proposal will remove the local desicion- making process from cities and counties and vest same in SCAG, which has been designated the Regional Transportation Planning Agency for this area; and WHEREAS, this City Council has consistently supported the concept that decisions be made by those most directly responsible to the people, such as the cities and counties, and has opposed the creation of addi- tional levels of government with their attendant "red tape": NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead oppose the State Director of Transportation's proposal to give regional transportation planning agencies authority to select the Urban routes, determine the transportation mode, distribute the Urban funds, and establish the construction priorities for the Urban Program; and BE IT FURTHER, RESOLVED that the City Council of the City.of Rosemead recommends that the Urban funds continue to be allocated and administered in accordance with the existing procedures developed by the cities and counties and approved by the State Department of Transportation; and BE IT FURTHER RESOLVED that the City Clerk be instructed to forward copies of this resolution. to Governor Ronald Reagan; State Director of Transportation, James Moe; State Senators and Assemblymen from Los Angeles County; and the Southern California Association of Governments (SCAG).
