RESOLUTION NO. 79-13.
A RESOLUTION OF THE CITY_COUNCIL OF THE CITY
OF ROSEMEAD COMMITTING TO THE IMPLEMENTATION
AND ENFORCEMENT OF.THOSE ELEMENTS OF THE SOUTH
COAST AREAWIDE"`WASTE TREATMENT MANAGEMENT PLAN
APPROPRIATE TO ITS JURISDICTION
WHEREAS, the Federal Water Pollution Control Act (33 U.S.C.
1251, et. seq., as amended) seeks to develop a cooperative Fed-
eral, State, regional and local government program to. prevent
and control sources of pollution to ground and surface waters
in order to restore and maintain the chemical, physical and
biological integrity of the Nation's waters; and
WHEREAS, pursuant to Section 208 of the Federal Water Pol-
lution Control Act of 1972, as amended, the Southern California
Association of Governments (herein referred to as SCAG) has pre-
pared an Areawide Waste Treatment Management Plan for the South
Coast area with the assistnace of the. Counties of Los Angeles,
Orange, Riverside and San Bernardino, the City of Los Angeles,
the Newport-Irvine Waste Management Planning Agency, the Santa
Ana Watershed Project. Authority and the Ventura Regional County
Sanitation District; and
WHEREAS, the Areawide Waste Treatment Management Plan for
the South Coast area will be adopted by SCAG on April 5, 1979,
and forwarded to the State Water Resources Control Board for
certification and thereafter will be forwarded to the Federal
Environmental Protection Agency in compliance with Section 208
(b) (3) of the Federal Water Pollution Control Act of 1972, as
amended: and
WHEREAS, the Areawide Waste Treatment Management Plan for
the South Coast Area proposes management agencies to be respon-
sible for plan implementation and pursuant to published United
States Environmental Protection Agency guidelines (42 Fed. Reg.
44777 ('1977)) must indicate each management agency's willingness
to proceed to carry out its responsibilities as identified in
the Plan; and
WHEREAS,`the City of Rosemead is assigned certain responsi-
bilities in the-Areawide Waste Treatment Management Plan for
the South Coast Area, approved;by the SCAG Executive Committee
on February 1, 1979;
NOW, THEREFORE,`BE IT RESOLVED THAT it is the intent of the
City Council of the City of Rosemead:'-
Section 1:
To proceed with implementation of its responsibilities as
set forth in the 208 Areawide Waste Treatment Management
Plan as approved by SCAG, said responsibilities.sp'ecifically
described as follows:
a. Maintain existing street sweeping programs (prior to
Proposition 13) with consideration given to increasing
their effectiveness in reducing wasteloads to receiv-
ing waters, to the extent financially feasible.

b. Maintain current litter control programs, to the
„extent financially feasible.
C. Maintain current catchbasin and storm drain clean-
ing programs with consideration.given to increasing
program effectiveness, to the extent financially
feasible.
Section 2:
To forward copies of this Resolution to the Southern
California Association of Governments.
