THE CITY OF ROSEMEAD RATIFYING DIRECTOR OF EMERGENCY
SERVICES RESOLUTION NO. 2025-02 PROCLAIMING THE EXISTENCE
OF A LOCAL EMERGENCY, AND CONFIRMING THE CONTINUED
EXISTENCE OF THE LOCAL EMERGENCY
SUMMARY
The National Weather Service has been tracking and projecting High Winds with predicted
destructive damage to occur on January 7 through January 10, as well as likely high winds early in
the week of January 13, in the Los Angeles County region and the City of Rosemead. The windstorm
will have the potential for causing extensive damage to life and property within the geographic area
of the City of Rosemead and poses an immediate threat.
On January 7, 2025, at approximately 7:30 pm, 68 mph winds kicked up and many tree branches and
trees fell throughout the city, impeding the public right away. To protect the safety of the community,
the City of Rosemead proclaimed a local emergency under the direction of Director of Emergency
Services, Ben Kim, and a Level 2 (minimal staff) Emergency Operations Center (EOC) was activated
at 8:30 p.m. to assist with windshield surveys, in coordination with and in support of our field
responders with windstorm related responses. In the morning on January 8, the winds were calmer,
and the clean-up efforts continued. As the city recovery begins, the EOC remains activated at a Level
3 (monitoring only).
On January 7, 2025, a severe windstorm struck the Los County region and the City of Rosemead,
causing widespread damage across the city. The storm brought high winds with gusts reaching up to
68 mph and greater, resulting in pocket areas in the City that experienced power outages, downed
trees, fallen branches, and significant disruption to residents and businesses. Emergency and field
responders and city staff have been actively working to assess the damage and provide support to
affected areas. Clean-up efforts and recovery efforts are ongoing.

On January 7, 2025, Director of Emergency Services, Ben Kim, issued Resolution No. 2025-02,
proclaiming a Local Emergency based on the windstorm damage to the City, and activating the Level
2 EOC. Resolution No. 2025-02 will only be effective for 7 days after issuance, i.e., through January
14, unless confirmed and ratified by the City Council of the City of Rosemead. The Director of
Emergency Services believes the cleanup from the Windstorm will take longer than 7 seven days;
additionally, the continued winds through next week may cause further damage.
On January 8, 2025, at noon, the EOC was downgraded to a Level 3 to continue to monitor the
windstorm recovery and response.
On January 14, 2025, on the agenda of the City Council Regular Meeting, is to ratify Resolution No.
2025-02 and for City Council consideration and approval of Resolution No, 2025-03, Confirming
Existence of a Local Emergency.
DISCUSSION
The recent windstorm has created a significant emergency situation, requiring immediate action to
ensure the safety and recovery of the City of Rosemead. Proclaiming a local emergency is an essential
step in mobilizing resources, securing necessary funding, and coordinating recovery efforts. The
City's priority remains the health, safety, and well-being of our residents and staff, and the
proclamation of a local emergency will help ensure the City's swift recovery from this disaster. In
addition. Proclaiming a local emergency will expedite State and Federal resources and any other
appropriate disaster relief programs.
STAFF RECOMMENDATION:
It is recommended that the City Council ratify Resolution 2025-02 and adopt Resolution
No. 2025-03, confirming the continued existence of a Local Emergency.

A RESOLUTION OF THE DIRECTOR OF EMERGENCY
SERVICES OF THE CITY OF ROSEMEAD PROCLAIMING
EXISTENCE OF A LOCAL EMERGENCY
WHEREAS, Chapter 2.40 Section 2.40.060 of the Rosemead Municipal Code of the City of
Rosemead empowers the Director of Emergency Services to proclaim the existence or threatened
existence of a local emergency when said city is affected or likely to be affected by public calamity and the
City Council is not in session; and
WHEREAS, the Director of Emergency Services of the City of Rosemead does hereby find the
following:
That conditions of extreme peril to the safety of persons and property have arisen within said
city, caused by windstorm which began at 0900 hours on the 7th day of January, 2025;
2. That these conditions are or are likely to be beyond the control of the services, personnel,
equipment, and facilities of the City of Rosemead; and
3. That the City Council of the City of Rosemead is not in session and cannot immediately be
called into session.
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists throughout
said city; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local
emergency, the powers, functions and duties of the emergency organization of this city shall be those
prescribed by state law, by ordinance, and resolutions of this city; and that this emergency proclamation
shall expire in seven (7) days after issuance unless confirmed and ratified by the City Council of the City of
Rosemead.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD RATIFYING DIRECTOR OF EMERGENCY
SERVICES RESOLUTION NO. 2025-02 PROCLAIMING THE
EXISTENCE OF A LOCAL EMERGENCY, AND CONFIRMING
THE CONTINUED EXISTENCE OF THE LOCAL EMERGENCY
WHEREAS, California Government Code 8630, et seq, and Chapter 2.40 Section 2.40.060 of the
Rosemead Municipal Code provide that the City of Rosemead City Council may proclaim the existence of
a local emergency when the City of Rosemead is affected or likely to be affected by public calamity; and
WHEREAS, the City empowers the City Manager, in their capacity of Director of Emergency
Services, to proclaim the existence or threatened existence of a local emergency when the City is affected
or likely to be affected by public calamity and the City Council is not in session. A state of local emergency
that lasts longer than 7 days must be ratified by the City Council; and
WHEREAS, Subdivision (c)(1) of Section 8558 of the Government Code provides in relevant part
that a local emergency "the duly proclaimed existence of conditions of disaster or of extreme peril to the
safety of persons and property within the territorial limits of a county, city and county, or city, caused by
conditions such as air pollution, fire, flood, storm, epidemic, riot, drought, cyberterrorism, sudden and
severe energy shortage, deenergization event, electromagnetic pulse attack, plant or animal infestation or
disease, the Governor's warning of an earthquake or volcanic prediction, or an earthquake, or other
conditions, other than conditions resulting from a labor controversy, which are or are likely to be beyond
the control of the services, personnel, equipment, and facilities of that political subdivision and require the
combined forces of other political subdivisions to combat, or with respect to regulated energy utilities, a
sudden and severe energy shortage or deenergization event that requires extraordinary measures beyond
the authority vested in the Public Utilities Commission.'; and
WHEREAS, subdivision (g) of Government Code Section 8557 defines a sudden and severe
energy shortage as "a rapid, unforeseen shortage of energy, resulting from, but not limited to, events such
as ... natural disasters, and that has statewide, regional, or local impact.'; and
WHEREAS, on January 6, 2025, the National Weather Service (NWS) issued a Particularly
Dangerous Situation (PDS) Red Flag Warning for the foothill communities in the San Gabriel Valley which
went into effect at 12:00 p.m. on Tuesday, January 7, 2025 to 4:00 p.m. on Wednesday, January 8, 2025.
Widespread, life threatening, destructive winds were forecasted to reach sustained speeds of 35-60 mph,
damaging gusts of 50-80 mph, with isolated gusts of 80-100 mph. The high winds were projected to last
through January 10, and are likely to return at the start of the week of January 13; and
WHEREAS, on January 8, 2025, President Joseph R. Biden, Jr. approved a Presidential Major
Disaster Declaration (DR -4856) for areas in Los Angeles County affected by wildfires and straight-line
winds; and
WHEREAS, the Director of Emergency Services of the City of Rosemead did proclaim the
existence of a local emergency within the City on the 7th day of January, 2025.
WHEREAS, said City Council does hereby find the following:
1. That conditions of extreme peril to the safety of persons and property have arisen within the
City, caused by the life threatening, destructive winds and a deenergization event, to wit, a
city-wide power outage which began at 7:00 p.m. on January 7, 2025 caused by the high
winds. Further damage could occur as the high winds are likely to continue into the week of
January 13.
2. That as a result of the life threatening, destructive winds, several public and private trees
were downed, fallen branches, power outage, and blocked roadways, affecting ingress and
egress routes for public safety and emergency response personnel and equipment, and
rendered traffic signals inoperable.
3. That these conditions are or are likely to be beyond the control of the services, personnel,
equipment, and facilities of the City of Rosemead; and
4. That aforesaid conditions of extreme peril warrant and necessitate the proclamation of the
existence of a local emergency.
NOW, THEREFORE, IT IS HEREBY PROCLAIMED by the City Council of the City of Rosemead
that the Proclamation of Existence of a Local Emergency, as issued by the Director of Emergency Services,
is hereby ratified and confirmed that a local emergency exists throughout the City of Rosemead.
IT IS HEREBY FURTHER PROCLAIMED AND ORDERED that the Local Emergency shall be
deemed to continue to exist until its termination is proclaimed by the City Council of the City of Rosemead,
State of California.
IT IS HEREBY FURTHER PROCLAIMED AND ORDERED that during the existence of the Local
Emergency, the powers, functions, and duties of the Director of Emergency Services and the emergency
organization of this City shall be those prescribed by state law, by ordinance, and resolutions of the City
and approved by the City Council.
IT IS FURTHER PROCLAIMED AND ORDERED that a copy of this proclamation be forwarded to
the Director of the California Governor's Office of Emergency Services requesting that the Director find it
acceptable in accordance with State law; that the Governor of California, pursuant to the Emergency
Services Act, issue a proclamation declaring an emergency in Los Angeles County; that the Governorwaive
regulations that may hinder response and recovery efforts; that recovery assistance be made available
under the California Disaster Assistance Act and the Robert T. Stafford Disaster Relief and Emergency
Assistance Act; and that the State expedite access to State and Federal resources and any other
appropriate federal disaster relief programs.
