CC - 2024-16 - Establishing Legislative Advocacy CommitteeRESOLUTION NO. 2024-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING LEGISLATIVE ADVOCACY COMMITTEE WHEREAS, the City Council of the City of Rosemead has determined that it is appropriate to establish a Legislative Advocacy Committee to discuss Federal and State policies and make recommendations to the Council to advocate in efforts to protect local control and the Rosemead community; and WHEREAS, the City Council of the City of Rosemead has determined that it is advisable that a Legislative Advocacy Committee be appointed to meet said goals. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. There is hereby established an advisory Legislative Advocacy Committee for the City of Rosemead with membership, powers, and duties as provided herein. SECTION 2. The Committee shall consist of two (2) City Council members appointed by the Mayor with the consent of the City Council and the City Manager or his/her designee. The Committee shall meet on a quarterly basis or as may be needed and will comply with the Brown Act in the conduct of its meetings. SECTION 3. The members of the Committee shall serve for terms of one year, except the initial term which shall run until the next opportunity for the Mayor to select committee appointments. If vacancies shall occur, other than the expiration of the term, they shall be appointed for the unexpired portion of the term. SECTION 4. Subject to the overrule of the City Council and in conformity with the Brown Act and all other applicable laws or provisions of the Code, the Committee may adopt such rules and regulations as it deems necessary to provide for the time and place of meeting, the time and method of electing officers, and other matters relative to the organization of the Committee and methods of administration of its duties. The Committee shall keep a record, of actions, findings, and determinations, which record shall be a public record subject to disclosure in the absence of any applicable statutory or common law exemption. All meetings shall be open to the public as provided in the Brown Act. SECTION 5. The Committee shall have the following duties: a) To consider matters involving Federal, State, and regional legislation issues pertaining to the City of Rosemead. b) To make such recommendations as it may deem advisable concerning Federal, State, and regional legislation issues to the City Council or to other agencies and individuals. SECTION 6. That the City Clerk of the City of Rosemead shall certify to the adoption of this Resolution which shall become effective upon its approval by the City Council.
