A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD REQUESTING AN EXTENSION FOR THE
COMPLETION OF THE HOUSING ELEMENT OF THE
ROSEMEAD GENERAL PLAN.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES RESOLVE:
WHEREAS, the housing element of the General Plan is
a reo_uired provision of the General Plan of the City of Rose-
mead as set forth in Government Code § 65302; and
WHEREAS, the City has budgeted funds. sufficient for
the production of a housing element and other revisions to the
General Plan of the City of Rosemead; and
WHEREAS, substantial recruiting efforts by staff and
the City Council have not resulted in the obtaining of a con-
sultant capable or willing to produce the housing element for
the General Plan of the City of Rosemead; and
WHEREAS, the staff of the Planning Department of the
City of Rosemead consists of three individuals, whose workload
is excessive without the responsibility for preparing additional
elements to the General Plan; and
WHEREAS, the City of Rosemead has been determined by
the Southern California Association of Governments to have more
than its "fair share" of low- and moderate-income housing within
the boundaries of the City; and
WHEREAS, the City of Rosemead has been diligently ex-
ploring all opportunities for the production of housing available to
individuals in all economic brackets; and
WHEREAS, the City of Rosemead has an adopted housing
element which conformed to prior law, but does not conform to
the guidelines taking effect on July 1, 1979; and
WHEREAS, it will require approximately one year to.
produce a housing element in conformity with such guidelines.
NOW, THEREFORE, BE IT RESOLVED THAT:
SECTION 1. The City Council of the City of Rosemead
requests an extension through and including June 30, 1980 for
the preparation, approval, and transmission of the housing
element for the General Plan for the City of Rosemead.
SECTION 2. The City Council of the City of Rosemead
will continue to implement its pre-existing housing element and
administer its zoning, subdivision, and building permit programs
in a manner which produces an equitable distribution of housing
available to all income groups. Such administration and adminis-
trative practice shall be in accordance with the housing element

SECTION 3. The City Council of the City of Rosemead
designates the Director of Planning, F. Lewis Sullivan, as the
City's contact with the state Office of Planning and Research
concerning this request for extension and all other matters
affecting the relationship between the City of Rosemead and the
Office of Planning and Research.
