Page 81 City of Rosemead — Windstorm 2025 After Action Report 2 SUMMARY Incident Background The National Weather Service has been tracking and projecting High Winds with predicted destructive damage to occur on January 7 through January 10, as well as likely high winds early in the week of January 13, in the Los Angeles County region and the City of Rosemead. The windstorm will have the potential for causing extensive damage to life and property within the geographic area of the City of Rosemead and poses an immediate threat. On January 7, 2025, at approximately 7:30 pm, 68 mph winds kicked up and many tree branches and trees fell throughout the city, impeding the public right away. To protect the safety of the community, the City of Rosemead proclaimed a local emergency under the direction of Director of Emergency Services, Ben Kim, and a Level 2 (minimal staff) Emergency Operations Center (EOC) was activated at 8:30 p.m. to assist with windshield surveys, in coordination with and in support of our field responders with windstorm related responses. In the morning on January 8, the winds were calmer, and the clean-up efforts continued. As the city recovery begins, the EOC remains activated at a Level 3 (monitoring only) and downgraded to Level 4 (no EOC activity) on January 25, 2025. Below is the timeline of the weather projection from the National Weather Service: Monday, January 6, 2025 - Widespread destructive windstorm with Particularly Dangerous Situation (PDS) red flag conditions beginning Tuesday, afternoon through early Wednesday afternoon across San Gabriel mountains, San Gabriel/San Fernando Valleys (especially foothills), Beverly Hills/Hollywood Hills, coastal areas adjacent to Sepulveda Pass, Santa Monica mountains, Malibu, and eastern Ventura valleys (mainly near Slmi Valley/Moorpark). The windstorm has the potential of damaging gusts between 50-80 mph. Areas of particular concern include Simi Valley, Moorpark, Porter Ranch, San Fernando, Sylmar, La Crescenta, Altadena, Pasadena, Burbank, Glendale, Beverly Hills, Hollywood Hills, Azusa, Arcadia, Glendora, San Gabriel mountains, Santa Susana mountains, Santa Monica mountains, and Malibu. Areas in a Red Flag Warning (especially during PDS time frame) will have increased risk for large fires with very rapid fire spread, extreme fire behavior, and long-range spotting. Wednesday, January 8, 2025 - PDS along with red flag warning situation continues for portions of Los Angeles through 4pm Wednesday. Sustained winds of 40-45 MPH and gusts up to 91 mph are still common throughout the County. RESPONSE ACTIVITIES Emergency Operations Center (EOC) The EOC activation and coordination was at the Rosemead Community Center. The staff below worked from 7:00 p.m. to 7:00 a.m. on January 7 - 8, 2025. Executive Team Members o City Manager o Assistant City Manager/Director of Finance o City Clerk o Director of Community Development o Director of Parks and Recreation o Director of Public Works o Rosemead Chief of Police Public Works and Public Safety, Managers, Supervisors, Administrative Specialist and Administrative Assistant. 18 Public Works Field Staff. City Engineer. Two Senior Code Enforcement Officers. Three Code Enforcement Officers. Three Community Service Officers (CSOs. LASD, SAO Team The City immediately activated the field responder's manual, and the city was divided into four quadrants, with a Public Works Lead Man taking a quadrant with his staff along with Code Officers and the SAO assisting with assessment of the damages. Within the three hours after the EOC was activated, the preliminary windshield survey generated 33 CRMs for fallen tree branches, fallen trees, power City of Rosemead — Windstorm 2025 After Action Report 4 outages, and twisted traffic signal lights. The windshield survey continues throughout the night and into the morning hours. These CRMs clean-up efforts by our Public Works field staff were prioritized by urgency beginning with CRMs that impeded in the public right away. The City of Rosemead has provided situational awareness regarding the Windstorm to OARRS beginning Tuesday, January 7, 2025, and any new updates regarding this windstorm, OARRS will be updated accordingly. City of Rosemead — Windstorm 2025 After Action Report 8 RECOVERY ACTIVITIES TO DATE Public Assistance (PA) Program The Los Angeles County OEM, Recovery Unit invited cities to submit an Initial Damage Estimate for pre -qualification for possible reimbursement. Below are the City of Rosemead recovery actions taken: • Submitted to Los Angeles County OEM Recovery for Public Assistance (PA): o Rosemead's Initial Damages Estimate (IDE) from the Windstorm. • Forms Requested by CalOES and were submitted on 1 /23/25 o OES-FPD-01 12 Authorized Agents o CalOES89 o OES-FPD-130 o CDAA — OES-PA-126 o An approved and signed Resolution No. 2024-26 from City Council • CalOES and FEMA have assigned a Disaster and Recovery Staff to assist the City with the PA process. City of Rosemead — Windstorm 2025 After Action Report 9 LESSON LEARNED STRENGTHS • Multi -agencies were prepared for the Windstorm that include the Los Angeles County Office of Emergency (OEM), the National Weather Service, the Los Angeles County Sheriff's Department, the Los Angeles County Fire Department, and City of Rosemead Public Works and Public Safety. • The City made an amazing effort to respond to the Windstorm. • Communication Plan activated - A group text and email were created for key City staff to ensure communication, coordination, and collaboration. • Strong team collaboration. • Preplanning and preparing for the windstorm. • Timely execution of key milestones — press releases to the community, clean efforts. • Press releases and notifications in real-time. • Public Works and Public Safety staff patrolling the cities throughout the storm event. • Los Angeles County Sheriff Department, Rosemead Special Assignment deputies dedicated to City of Rosemead and out on the field assisting Public Works. • Los Angeles County Fire Department personnel responded and assisted with the calls related to windstorm. • Director of Emergency in constant contact and updating City Council. • EOC documents are on target. • Great Team effort with Documentation and relaying messages to Management. The iPad used was very helpful to track CRM's created by field staff and prioritize hazards and respond with field staff to remove prioritized hazards. WEAKNESSES • EOC materials and technology were outdated. • Low inventory of supplies in stock (chainsaw blades, etc). • Top heavy of Executive Team Members in Shift A in the EOC. • It wasn't made clear to the field responders that though the EOC activities have been downgraded, the clean-up efforts are still part of EOC activities. City of Rosemead — Windstorm 2025 After Action Report 10 C•]2l•130N111V • The perfect storm to get our residents and businesses to realize the importance of being self-sufficient and to be prepared in a disaster/emergency by having basic essential supplies at home. • Refine the EOC call -out list. • Split up the Executive Team to ensure that we have Executive Team Members for Shift A and Shift B. • Continuous EOC and Field Responders training, especially new hires. • Purchase newer technology such as iPad or tablet to create CRMs or to have access to CRMs. • Purchase a functionable laptop at the EOC and ensure access to the internet and printer. • Have W IFI information sheet for interna use only. • Provide each field responders' vehicles with a binder filled with important documents to be used during a disaster. • Look into having long-range walkie talkies or radios available for EOC Operations staff to keep open communication with staff out in the field in an event of power outage. • Include Apple iPhone and Samsung chargers in the EOC boxes. • implementation of Genasys. A software program for all hazards is offered by LA County. • Power outage in pocket areas in Rosemead. To mitigate power outage and communication barriers during electricity is compromised, to purchase 2-way radios equipped for EOC and vehicles as well as repeater to assist with communication. • Consideration of having a split shift for field crews on 12-hour shifts so staff isn't so exhausted with sleeping a few hours and having to wake up and go back to work. THREATS • Unforeseen changes in the path and strength of the wind. • Ambers flying from nearby wildfire. • Economic growth and loss of income could be compromised. • People's lives could be impacted by the destruction in the aftermath of the windstorm. • Due to wind and power outage, traffic signal lights were facing opposite directions for potential driving hazards.
