The U.S. Department of Housing and Urban Development (HUD) requires the City of Rosemead, as a recipient of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funding to develop a Consolidated Plan every five years that identifies the community's housing, public service, and development needs while outlining strategies and goals to address those needs effectively. 2 WHAT DOES THE CONSOLIDATED PLAN INCLUDE? 1. Needs Assessment and Market Analysis: use quantitative data related to housing and economic opportunity. 2. Public Engagement: includes community meetings, public hearings, and surveys for citizens and sector professionals to share their views on needs and priorities. In 3. Strategic Plan: To support the City's long-term vision for a safe, welcoming, connected, and active city, a destination with thriving local businesses, well - maintained parks and infrastructure, and quality programming and services that support the entire community. 3 STEPS IN THE CONSOLIDATED PLAN PROCESS The following is an overview of steps in the development of the City's 2025- 2029 Consolidated Plan: A. Public input and community engagement (Community survey and public meetings with residents, neighborhood organizations and interviews with key stakeholders) B. Quantitative data collection, review & analysis (Housing and economic data provided by HUD) C. Establish 2025-2029 ConPlan Community Needs and Priorities D. Two Public Hearings (March 11, 2025 & April 22, 2025) E. 30-day Public Review/Public Comment period F. Submittal to HUD (May 15, 2025) 10 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) • Benefit low -and moderate -income persons • Eliminate slum and blight • Meet an urgent community need (occurred within the last 18 months that would threaten public health and safety, and that the community has no other resources to address the issues) • Creation and retention of affordable housing • Infrastructure improvements • Community facilities • Community services • Special needs services • Economic development 5 HOME INVESTMENT PARTNERSHIPS (HOME) _UST MEET ELIGIBILITY REQUIREMEN ILLIGIBLE ACTIVITIES ANDPR. • Must be used exclusively to create affordable housing for low-income households • Homeowner rehabilitation • Homebuyer activities • Rental housing • Tenant —Based Rental Assistance (TBRA) 0 HOW ARE THE COMMUNITY NEEDS AND PRIORITIES BEING DETERMINED? 1. CDBG Program Requirements — Each community need meets one or more of the CDBG and HOME requirements. 2. City 2030 Strategic Plan — The identified needs support the City's long-term vision for economic and neighborhood development. 3. Community Needs (Survey Results) and Public Hearing Input — They reflect the input on the community's priorities from community and stakeholder survey responses and public hearing feedback. Conduct a public hearing to receive community feedback on the 2025-2029 ConPlan needs and priorities; 2. Review and approve draft 2025-2029 ConPlan community needs and priorities. THANK YOU!
