SUBJECT: PUBLIC HEARING TO COMMENT ON THE 2025-2029 CONSOLIDATED
PLAN PRIORITIES
SUMMARY
The U.S. Department of Housing and Urban Development (HUD) requires public jurisdictions
receiving certain Federal funds to prepare a Consolidated Plan (ConPlan). The ConPlan is a five-
year strategic document that is the foundation for the City's participation in the Community
Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. It
assesses the community's housing, public services, and development needs, while outlining
strategies and goals to address those needs effectively. The City's current ConPlan (2020-2024) is
in its last year and the current development process is focused on the next five years. The main
objective of this initial public hearing is to solicit feedback on the needs and goals for the City's
2025-2029 ConPlan.
DISCUSSION
The CDBG and HOME programs were created by HUD to return federal funds to local communities
to develop viable urban communities by providing adequate housing and a suitable living
environment and by expanding economic opportunities, specifically for low- and moderate -income
(LMI) persons. To be eligible for CDBG funding, each activity must meet one of the three CDBG
National Objectives: benefit LMI persons, address slums and blight, or meet an urgent need. To
be eligible for HOME funding, each activity must create affordable housing for low-income
households in one of these four areas: homeowner rehabilitation, homebuyer activities, rental
housing, or tenant -based rental assistance. These criteria serve as a foundation for developing the
2025-2029 ConPlan community needs and associated priorities, to ensure that the City's resources
are used effectively and are in alignment with federal requirements.
In the process of developing the ConPlan, the City is required to seek input from the community
to identify needs that will help shape the plan's objectives. To facilitate this outreach, the City has
administered the following:
1. Launched a community survey on its official website and social media platforms, and
posted a notice with the survey link across the City's five designated public locations
from December 2, 2024, to February 11, 2025;

2. Emailed a stakeholder survey to organizations that have worked with the City in the past;
3. Held two community meetings on January 15, 2025 (virtually) and February 4, 2025 (in -
person); and
4. Conduct the first of two scheduled public hearings.
This initial public hearing is intended to gain feedback and approval of the City's 2025-2029
ConPlan needs and priorities. The table below outlines the needs and priorities being considered
for approval for the draft 2025-2029 ConPlan.

These needs and priorities align with three key areas which include the City's Strategic Plan,
Community Needs, and CDBG and HOME requirements.
• Alignment with the City's Strategic Plan
The draft community needs for City Council consideration align with the mission of the
City of Rosemead Strategic Plan, which focuses on providing quality programs, services,
and support that builds community, increases opportunity, and makes Rosemead a great
place to live, work, and play. They support the City's vision by advancing affordable
housing opportunities, encouraging economic growth through small business support, and
enhancing public infrastructure and facilities to improve mobility, accessibility, and
recreational spaces. They promote neighborhood revitalization to enhance community
vibrancy and ensure effective program administration for successful CDBG and HOME
implementation.
• Alignment with Community and Stakeholder Survey Results
A community survey was designed to rank community priorities based on a set of eligible
CDBG and HOME activities. With these activities in mind, residents and stakeholders were
able to identify their top priorities, ranking them in order of importance as first, second,
third, etc. The survey results provide insight into the community's most pressing needs,
guiding discussions on how CDBG and HOME funding can be most effectively allocated
toward grant -eligible activities that also align with the City's Strategic Plan. The

community's top three ranked priorities were affordable housing, public improvements,
and public facilities.
• CDBG and HOME Program Requirements
Each item meets one or more of the CDBG and HOME National Objectives, ensuring
compliance with federal guidelines and eligibility for funding.
Following the conclusion of this hearing and approval of the needs and priorities, staff will
complete the drafts of the 2025-2029 ConPlan, 2025-2026 Annual Action Plan, 2025-2029 Citizen
Participation Plan, and an Analysis of Impediments to Fair Housing. These draft documents will
then be made available for a 30-day period of public comment and review, which will culminate
in the second public hearing during which the City Council will consider the adoption of these
documents. Upon the adoption of these plans, all pertinent documents will be submitted to HUD
for their review and approval.
STAFF RECOMMENDATION
That the City Council:
1. Conduct a public hearing to receive community feedback on the 2025-2029 ConPIan needs
and priorities;
2. Review and approve Proposed 2025-2029 ConPlan Community Needs and Priorities
(Table 1).
FISCAL IMPACT
There is no impact on the General Fund for conducting a Public Hearing.
STRATEGIC PLAN IMPACT
The City's CDBG and HOME programs align with the City's 2030 Strategic Plan's mission
statement to "provide quality programs, services, and support that builds community, increases
opportunity, and makes Rosemead a great place to live, work, and play."
