CC - Item 4E - Request for Red Curb South Side Emerson Pl at Kelburn Ave• TO: HONORABLE MAYOR AND MEMBERS ROSEM CITY COUNCIL FROM: BILL CR WE, CITY MANAGER DATE: JUNE 22, 2005 • RE: REQUEST FOR RED CURB ON THE SOUTH SIDE OF EMERSON PLACE AT KELBURN AVENUE Staff received a request from a Councilmember, at the behest of a resident, to review the intersection of Emerson Place and Kelburn Avenue and consider the installation of red curb within the intersection. The intersection is a 3-legged intersection, with all legs stop-controlled. Field observations during the day found on-street parking on Emerson Place moderately used; no vehicles were parked within the Emerson/Kelburn intersection, which is directly in front of 8000 Emerson Place. There is no City standard or policy regarding placing red curb in the intersection. The vehicle code does not allow parking within an intersection, except adjacent to curbs as may be permitted by local ordinance. There are other "T" intersections within the City that have red curb painted within the intersection. Traffic Commission recommended installing red curb in the Emerson/Kelburn intersection, with red curb extending from the driveway to the streetlight in front of 8000 Emerson Place, to provide additional turning area within the intersection. RECOMMENDATION Approve the Traffic Commission's recommendation to install red curb in front of 8000 Emerson Place, extending from the driveway to the streetlight. Attachment JUN 2 8 2005 ITEM • • Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: May 25, 2005 RE: Request for Red Curb on the South Side of Emerson Place at Kelburn Avenue REQUEST Staff received a request from Council to review the intersection of Emerson Place and Kelburn Avenue. Council indicated a concern for vehicles turning left from Kelbum Avenue having difficulty because of vehicles parked on the south side of Emerson Place within the intersection. Council has asked the Traffic Commission consider the installation of red curb within the intersection of Emerson Place and Kelbum Avenue. Emerson Place is 36 feet wide with single yellow centerline striping separating one lane of traffic in each direction. There are single-family residential properties along Emerson Place. Garvey Park is located on the northwest comer of Emerson Place and Kelbum Avenue. Parking is generally allowed on both sides of the Emerson Place. The posted speed limit is 30 mph on Emerson Place. Kelbum Avenue is 30 feet wide with no centerline striping. There are single- family residential properties on the east side of the roadway with Garvey Park on the west side. There is angle parking for the park on the west side of Kelburn Avenue and parallel parking is allowed on the east side of the street. The prima facie speed limit is 25 mph. The intersection of Emerson Place and Kelbum Avenue is a 3-legged intersection. All legs of the intersection are Stop controlled. There is a yellow crosswalk painted on the west leg of the intersection Exhibit A will be available at the Traffic Commission meeting and will depict conditions at the intersection of Emerson Place and Kelbum Avenue. June 2, 2005 Traffic Commission Meeting Request for Red Curb on the South Side of Emerson Place at Kelburn Avenue DISCUSSION Field observations made of the intersection throughout the day did not identify any vehicles were parked within the intersection of Emerson Place and Kelburn Avenue. In general, on-street parking on Emerson Place was moderately used during the daylight hours. As identified in Exhibit A, there is approximately 25 feet of unmarked curb within the intersection of Emerson Place and Kelburn Avenue. The entire frontage of 8000 Emerson Place is approximately 60 feet wide. The City of Rosemead has no standards/policies regarding the placement of red curb within an intersection. However, Section 22500(a) of the California Vehicle Code (CVC) states no person shall stop, stand or park any vehicle "within an intersection, except adjacent to curbs as may be permitted by local ordinance." There are other "T" intersections within the City that have installed red curb within the intersection of the "T'. Staff is hesitant to recommend the installation of red curb since the reported conflict was not observed. Therefore, staff is presenting options for the Traffic Commission's discussion and action. • Option 1 - Recommend no change in existing conditions. • Option 2 - Install red curb in front of 8000 Emerson Place to provide additional turning area within the intersection. ROLL CALL Present: Chairman Quintanilla, Vice-Chairperson Matsdorf and Commissioner Knapp Absent: None Pledge of Allegiance: Chairman Quintanilla Invocation: Commissioner Knapp 1. APPROVAL OF MINUTES - Apri17, 2005 & May 5, 2005 It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the minutes for April 7, 2005. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Al Pinon (representing the owner of 7644 Highcliff) Rosemead, California 91770 Mr. Pinon stated that the property owner is requesting red curb to be installed between 7644 & 7648 Highcliff, and brought a photograph to show the Commissioners. There seems to be a problem with people blocking the driveway. Deputy Traffic Engineer Itagaki stated that this item will be brought before the Commission in July. III. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR RED CURB ON THE SOUTH SIDE OF EMERSON PLACE AT KELBURN AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: Staff presented 2 options to the Traffic Commission: • Option 1 - Recommend no change in existing conditions • Option 2 - Install red curb in front of 8000 Emerson Place to provide additional turning area within the intersection Assistant City Manager Wagner stated that this request came from one of the Councilmembers, who received a complaint from a resident. It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation, with the addition to have the red curb from the driveway to the streetlight. V. STAFF REPORTS The Sheriff's Department Representative stated that there was a D.U.I. Checkpoint on May 20th, with approximately 895 cars going through. VI. Commissioner Matsdorf thanked staff for all their hardwork. Commissioner Knapp stated that she had a request from Helen Gunther, regarding having "Keep Clear" painted at Ivar and Valley Boulevard. VIII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:40 p.m., in honor and memory of all the men and women in the armed forces serving our Country. There were approximately 58 people in the audience. The next regularly scheduled meeting is set for July 7, 2005.
