COUNCILMEMBER STEVEN LY TO BE ABSENT FROM COUNCIL
MEETINGS PURSUANT TO GOVERNMENT CODE SECTION 36513
FOR MILITARY SERVICE OVERSEAS
SUMMARY
On January 28, 2025 meeting, the City Council approved Resolution No. 2025-05, providing
permission to Council Member Steven Ly to be absent from Council meetings pursuant to
Government Code Section 36513 until March 29, 2025. Council Member Steven Ly is still on a
military service tour, and his return date has not been determined by the Military at this time. In
the meantime, the City Council has before it for consideration Resolution No. 2025-15, which
grants permission for Council Member Steven Ly an extension to be absent from Council
meetings passing 60 days, in accordance with Government Code Section 36513, to complete his
military service.
California Government Code Section 36513 provides that the City Council may grant permission
to a Councilmember to be absent from Council meetings for a period longer than 60 days, which
if unexcused, would result in their office becoming vacant.
STAFF RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2025-15, providing permission for
Council Member Steven Ly to be absent from Council meetings until May 28, 2025, pursuant to
Government Code Section 36513.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD, CALIFORNIA GRANTING PERMISSION
TO COUNCILMEMBER STEVEN LY TO BE ABSENT
FROM COUNCIL MEETINGS PURSUANT TO
GOVERNMENT CODE §36513 UNTIL MAY 28, 2025
WHEREAS, Government Code §36513 authorizes the City Council to grant permission
to a councilmember in the event they are absent from regular council meetings for longer than 60
days; and
WHEREAS, Councilmember Steven Ly received orders to report for military service to
serve a brief tour. Mr. Ly has missed regularly convened council meetings and will be absent for
a few upcoming council meetings;
WHEREAS, on January 28, 2025, the City Council approved and adopted Resolution
No. 2025-05, granting permission to Councilmember Steven Ly to be absent from Council
meetings until March 29, 2025;
WHEREAS, In order to ensure that Councilmember Ly can continue to serve our
Country and know his position on the City Council will remain unaffected, the City Council
desires to adopt a resolution to permit his extended absence from Council meetings; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, DOES
HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. The above recitals are incorporated herein as true and correct.
SECTION 2. Consistent with Government Code Section 36513, the City Council grants
Councilmember Steven Ly permission to be absent from meetings he has missed as well as
council meetings held through to May 28, 2025, if necessary.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
