California Government Code §65400 requires the filing of both a General Plan and Housing
Element Annual Progress Report by April lst of each year, for the prior calendar year, with the
Governor's Office of Land Use and Climate Innovation (LCI) and the Department of Housing
and Community Development (HCD). Due to the impacts of the local wildfires that occurred at
the beginning of this year, HCD extended the 2024 Housing Element Annual Progress Report for
local governments within the Southern California Association of Governments (SLAG) region
covering Los Angeles, Imperial, Orange, Riverside, San Bernardino, and Ventura Counties to
May 15, 2025. State law also requires that the Annual Progress Reports (APRs) be presented at a
public meeting before the City Council where members of the public are given an opportunity to
comment on the City's progress. This agenda item meets these statutory requirements.
DISCUSSION
The City of Rosemead General Plan is a long-range planning program that is designed to guide
the orderly growth and development of the City over the long term. The General Plan
communicates the City's vision of its future and establishes a policy framework to govern
decision -making concerning the physical development of the community. It also provides
assurances that the community at large will be supported by an adequate range of public services
and infrastructure systems.
APRs provide local legislative bodies with information regarding the implementation of the
General Plan and the Housing Element for their city or county. The APRs are strictly reporting
documents that do not create or modify any City of Rosemead goals or policies found within the
Generaa Plan or Housing Element.
The General Plan Annual Progress Report (Attachment "A") summarizes the status of the City's
General Plan and progress in its implementation for the following elements: Land Use,
Circulation, Resources Management, Public Safety, and Noise. In 2024, the City continued its
progress in accomplishing and carrying out the goals and objectives envisioned in the General
Plan.

The Housing Element Annual Progress Report (Attachment `B") summarizes residential
building activity; Regional Housing Needs Allocation (RHNA) progress; and progress of the
housing program implementation for the 2024 calendar year. The Housing Element Annual
Progress Report was prepared on forms provided by HCD, using definitions adopted by HCD.
During the 6th Cycle RHNA, which covers the planning period from October 2021 through
October 2029, the City was allocated a RHNA of 4,612 units. The 2024 Housing Element
Annual Progress Report is the third progress report for the 6th Cycle RHNA.
In 2024, permits were issued for 115 housing units. To date, permits have been issued for 592
housing units in this 6th Cycle, representing approximately 13% (592 housing units out of 4,612
allocated housing units) of the target allocation, as depicted in the table below:

The Housing Element Annual Progress Report only measures housing units for which building
permits have been issued and does not include units that have only received entitlements or units
that have been issued a certificate of occupancy.
STAFF RECOMMENDATION
Staff recommends that the City Council:
1. Receive and file the 2024 APRs; and
2. Direct the Community Development Department to submit the 2024 General Plan and
Housing Element Annual Progress Reports to the Governor's Office of Land Use and
Climate Innovation and California Department of Housing and Community Development
by April 1, 2025.

This agenda item does not constitute a project under the California Environmental Quality Act
("CEQA"), and it can be seen with certainty that it will have no impact on the environment. As
such, this matter is exempt under CEQA.

STRATEGIC PLAN IMPACT
The APRs are consistent with Goal H — Land Use and Zoning: Rosemead will continue to create
policies that encourage new development, respond to the changing housing needs of residents,
promote activation along our major corridors, and support the local business community.
Submitting the APRs does not impact the Strategic Plan.

General Plan Status and Implementation
Compliance with State General Plan Guidelines
Each element of the City of Rosemead General Plan is in compliance with the guidelines
for the content of local general plans that were issued by the Governor's Office of Planning
and Research.
Housina Element
The Housing Element was updated in 2022. The Housing Element covers the planning
period from January 1, 2021 through October 1, 2029. No amendments were made in
2024.
Implementation:
On December 10, 2024, the City Council approved Resolution 2024-65 (General
Plan Amendment 23-01) and introduced for first reading, Ordinance No. 1024
(Zone Change 23-01), amending the General Plan Land Use Designation Map and
Zoning Map respectively, to implement the Housing Element Rezoning Efforts for
the 2021-2029 Planning Period for the following properties:

The rezoned sites meet the requirements of Government Code §65583.2,
including but not limited to a minimum density of 20 units per acre, minimum site
size to permit at least 16 units on site, and zoned to allow ownership and rental
housing by -right in which at least 20 percent of the units are affordable to lower
income households.
Implementation of the Housing Element Programs
o The City has retained a Land Use Consultant (PSOMAS) to assist with
updates to the Zoning Code and General Plan to comply with State laws
(including, but not limited to Density Bonus laws, ADU laws, Transitional

Land Use Element
The Land Use Element was adopted in 2010. The Land Use Element focuses on the built
environment and pulls together issues and goals from the other elements, laying out the
framework for balancing development with broader community aims.

Parks and Recreation Programs:

Public Safety:
The Public Safety Element was updated in 2022 and includes integrated Environmental
Justice goals, policies, and objectives. The Public Safety Element identifies hazards
present in the community and defines ways for proper planning and emergency response
services to mitigate the hazards including flooding. No amendments were made in 2024.

• Community Area Watch Meetings — Six meetings conducted year-round,

• The City of Rosemead continued to conduct its weekly Monday evening radio
check -ins with its Amateur Radio Members — 38 meetings were conducted
year-round, 2024
• The City of Rosemead Emergency Communication Team (CoERT), Amateur
Radio Monthly Meeting — Seven meetings were conducted year-round, 2024
• The City of Rosemead Community Emergency Response Team (CERT)
assists in mutual aid requests with our surrounding cities when requested, —
Assisted once with mutual aid to a surrounding city, year-round, 2024
• Emergency Operations Center (EOC) Training. Each EOC (Management,
Operation, Planning & Intelligence, Logistics, and Finance) training were
specific for its roles and responsibilities — Five EOC trainings were conducted
in 2024.
• Great Shake -Out, October 14, 2024
On October 14, 2024, the City of Rosemead participated in the "2024 Great
California ShakeOut" exercise drill, activating the Emergency Operation
Center (EOC) and using its disaster plans and communications systems to
coordinate the City's response to the disaster exercise.
Disaster exercises assess the effectiveness and allow management to
evaluate the readiness of City staff. Implementing and practicing the
procedures and community response is vital to maintaining readiness.
Noise Element:
The Noise Element was adopted in 2010. The Noise Element identifies community noise
concerns and includes policies and programs to minimize noise impacts in Rosemead.
No amendments were made in 2024.
Implementation: No activity took place in 2024 pertaining to this General Plan Element.

will amend the Zoning Code to require the replacement of units
affordable to the same or lower income level as a condition of any
development on a non-vacant site consistent with those requirements
