CC - Item 4G - Consideration of Bridge Repairs and Preventive Maintenance - Mission Drive Over Rubio Wash (Bridge No. 53C0584 (0189))ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: MARCH 25, 2025 SUBJECT: CONSIDERATION OF BRIDGE REPAIRS AND PREVENTIVE MAINTENANCE — MISSION DRIVE OVER RUBIO WASH (BRIDGE NO. 53CO584 (0189)) SUMMARY On March 26, 2024, the City of Rosemead renewed the General Services Agreement with the County of Los Angeles through June 30, 2029. The General Services Agreement allows the City to obtain "as -needed, time -limited" services through the County, inclusive of bridge maintenance and repairs. In the Fall of 2024, the Public Works Department received a resident complaint about the uneven surface along the bridge on Mission Drive over Rubio Wash (Bridge No. 53CO584 (0189)). To address the issue, staff submitted a city service request (CRS) to LA County. The County agreed to conduct an inspection and provide a cost estimate for the proposed repairs. These repairs aim to extend the bridge's service life by rectifying the deficiencies before they escalate into more expensive repairs. The County estimated the cost of the project to be $120,000 (including a 25% contingency). This figure encompasses labor, materials, services, and equipment. In response, staff recommends allocating $120,000 in Measure M funding for the project. DISCUSSION The County of Los Angeles Department of Public Works inspects the City's National Bridge Inventory every two years per an agreement with Caltrans. Each state is required to perform these inspections as set forth in Title 23, Part 650 of Subpart C of the Federal Code of Regulations, National Bridge Inspection Standards (NBIS). The inspections are conducted by the County of Los Angeles Department of Public Works and the City is responsible for the operation, maintenance, repair, or replacement of these bridges, as necessary. The last routine inspection on Bridge No. 53CO584 (0189) was conducted March 2023. Routine Inspection Routine Inspections consist of both the initial Inventory Inspection (the first inspection of the bridge, which places it in the bridge inventory or when there has been a change in the configuration of the structure), and subsequent regular scheduled inspections. The subsequent AGENDA ITEM 4.G City Council Meeting March 25, 2025 Page 2 of 3 regular scheduled inspections consist of observations, measurements needed to determine the physical and functional condition of the bridge, identifying any changes from previously recorded conditions, and verification of its load capacity. In Fall 2024, Public Works staff submitted a CSR to LA County to assess Bridge No. 53C0584 (0189) and provide a cost estimate for the proposed recommendations based on the assessment. Some of the deficiencies indicated on the report included spalling, exposed rebar, and cracking. New Funding Appropriation The total project cost for repairing the deficiencies of the bridge is estimated to be $120,000 (including 25% contingency). The repair was not included within the approved Fiscal Year 2024- 25 Capital Improvement Program Budget, however, due to the nature of the roadway conditions potentially becoming worse, staff is recommending a new appropriation to fund the repair. Staff is recommending a new appropriation in the amount of $120,000 in Measure M funding. There is sufficient Measure M funding available to appropriate the desired budget increase. STAFF RECOMMENDATION It is recommended that the City Council: 1. Approve the cost of the proposed recommendations for bridge repairs at Mission Drive over Rubio Wash (Bridge 53C0584 (0189)) for a total project cost estimated to be $120,000 (including 25% contingency). 2. Adopt Resolution No. 2025-16 amending the City's Fiscal Year 2024-25 CIP Budget to appropriate new funds in the amount of $120,000.00 in Measure M funding to cover the total cost of bridge repairs at Mission Drive over Rubio Wash (Bridge 53C0584 (0189)). FISCAL IMPACT This project was not included as a part of the City's Fiscal Year 2024-25 Capital Improvement Program. Due to the nature of the roadway conditions potentially becoming worse, staff recommend a new appropriation in the amount of $120,000 in Measure M funds for this repair. Staff has determined that there are sufficient Measure M funds available to be allocated for the repair. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines. THE ROSEMEAD CITY COUNCIL HEREBY RESOLVES AS FOLLOWS: SECTION 1: The City Council hereby approves an appropriation in the amount of One Hundred Twenty Thousand Dollars ($120,000.00) in Measure M Funds for the Project.
