The regular meeting of the Rosemead City Council was called to order by Mayor Clark at 8:05
p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California.

PRESENTATIONS: None
1. ORAL COMMUNICATIONS FROM THE AUDIENCE
Juan Nunez, 2702 Del Mar, Rosemead, stated that he deposited his payment to
Consolidated Disposal in their drop box at the Chamber office. Mr. Nunez asked when did
Consolidated pick up their payments as he was charged a late fee and his payment was deposited
on time. Frank Tripepi, City Manager, responded that staff will look into the matter. Mr. Nunez
stated that he has already called Consolidated and they will remove the late charge.
Mr. Nunez commented about the article in the January 24th Tribune regarding trash and
refuse that collects along the storm drains and at the beach. Mr. Nunez was informed that this
issue will be discussed this evening as an emergency item.
Fred Mascorro, 9303 Rose Street, Rosemead, congratulated Mayor Clark, Councilman
Bruesch and Vasquez on the re-appointment to the Council. Mr. Mascorro also thanked the

Council for placing the following two items on the Consent Calendar tonight, the request for
Stop signs at the alley between Arica and Rio Hondo, and the request for Stop signs at Arica
Avenue at Rose Street. Mr. Mascorro stated that at the aforementioned alleyway, there are
barricades placed across it at least twice a month for a function going on. Mr. Tripepi confirmed
that that is a public alleyway and for Mr. Mascorro to call City Hall the next time that occurs.
Mr. Mascorro reported that the trash bin on the northwest corner of Mission and Rosemead
Boulevard is full and overflowing every weekend.
Chuck Lyons, 4222 Arica, Rosemead, stated that he is here on behalf of Encinita School
Principal, Ann Bower. Mr. Lyons stated that about one year ago the City installed traffic dots on
the street, painted the curbs red in front of the school, and the Sheriff's enforced that area for a
few months concerning the traffic problem. Mr. Lyons continued that white curbing was
installed from the school to the park for an unloading zone, but it is not working as people park
in that zone and get out of their cars. Mr. Lyons concluded that any effort made by the City to
expedite the installation of the bright parking signs would be appreciated. Mr. Tripepi stated that
staff will contact the School Principal tomorrow.

Parking Restrictions (Item V.C.).

Mr. Lyons stated that he wanted to speak on CC-B, (which was already approved by the
Council). His concern is that the red curb from the fire hydrant to the driveway is 25' and
requested that the red curb be changed to 15' as a courtesy to the residents there.
Councilman Taylor replied that 10' is not enough space to park a car, it takes 18' to 20'
of space for even a small car.

that the Council approve the installation of "STOP" signs for northbound and southbound Arica

SOUTHBOUND ROSEMEAD BOULEVARD AT GRAND AVENUE
Councilman Taylor requested that the recommendation be amended to include a "Do Not
Block Intersection" sign posted on the southbound Rosemead Boulevard island just prior to
Grand Avenue, as this will warn motorist before entering that intersection. Motorists cannot see
the recommended "Do Not Block Intersection" sign posted further south on Rosemead
Boulevard at Grand Avenue until they come out of the dip under the railroad bridge.

that the Council approve the amended recommendation for installation of "Do Not Block
Intersection' signs for southbound traffic on Rosemead Boulevard at Grand Avenue in addition

B. REQUEST FOR FUNDING FROM THE ROSEMEAD YOUTH
ASSOCIATION
Councilman Taylor stated that he realizes that some of the youth groups need funding.
Mr. Taylor continued that he does not know the reasons why some of the youth organizations are
not able to raise funds on their own, but that he intends to vote in favor for all the youth
organizations that apply for funds. Mr. Taylor stated that in all fairness, we need to know why

some groups are able to raise money and others are failing. Mr. Taylor requested copies of the
RYA budgets for the past three years and a list of their sponsors in an effort to determine what
has happened, why they are not being sponsored.
MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN VASQUEZ
that the Council authorize funding from the Appropriated Reserves in the amount of $7,500.
Before vote could result, more conversation ensued.
Mayor Clark asked if these groups would receive more funding at budget time due to
normal inflation? Mrs. Clark stated that this item could be deferred to the Budget Study Session
to see what funding is available.
Councilman Bruesch stated that the Budget Study Session isn't until June and the last
week of the RYA season is the end of June. The money is needed now.
Councilman Bruesch called for the question.

Councilman Taylor requested the RYA'S budget and list of sponsors for the past three
years.
Frank Tripepi, City Manager, clarified that staff will pay the vendors for the uniforms and
to have the bills sent to City Hall, and the City will pay up to $7,500 as invoiced from qualified
vendors.
C. PINE STREET PARKING RESTRICTIONS
Councilman Taylor stated that while the "No Parking" signs were put up with good
intentions to try and help the residents, but, if the majority of the residents don't object to the
cars parking there, there is no other recourse for the City but to remove the signs.

that the "No Parking" signs be removed. Before vote could result, more discussion ensued.
Councilman Bruesch asked if Mr. Gebhardt received the leaflets to be passed out to the
dayworkers. Mr. Bruesch then asked Mr. Gebhardt and those in the audience from Pine Street if
the loitering situation has improved over the last two weeks.
Henry Gebhardt, 2705 Pine Street, Rosemead, responded that the loitering situation has
improved a little, but it may be due to the weather also. Mr. Gebhardt continued that there are
some dayworkers that are smoking illegal substances around the corner.
Councilman Taylor called for the question.
Juan Nunez, 2702 Del Mar, Rosemead, asked if once the signs are removed will the
dayworkers still be allowed to linger there. What is the alternative?
Mr. Tripepi responded that they are allowed to go there if they wish.

D. REQUEST FOR RED CURB ON THE WEST SIDE OF TEMPLE CITY
BOULEVARD SOUTH OF ELLIS LANE
Barbara Larson, 3850 N. Ellis Lane, Rosemead, stated that diesel trucks park behind her
house on Temple City Boulevard. Ms. Larson continued that they are unable to use their
swimming pool as fumes from the trucks come over the block wall. In the evening they cannot
sleep because as the trucks pull up, they also use their air brakes. Ms. Larson stated that when
the parking restriction signs and red curb were installed, it stopped the trucks from parking there.
However, three weeks ago the red curb was removed and now the trucks are stopping there
again.
Councilman Taylor asked if the trucks have been parking there since the red curbing was
removed.
Mr. Tripepi explained that the parking restriction signs are exactly the same as a red curb,
they restrict trucks from parking there at any time. Mr. Tripepi continued that the 100' of red
curb was mistakenly installed by the City and has since been removed. The Council decided not
to install red curbing to allow the residents to park their cars there. Mr. Tripepi stated again that
the trucks cannot park there even if there is no red curbing, and to allow the City time to enforce
those signs.
Mrs. Larson stated that she called the Sheriffs Department when a truck was parked back
there, but the driver was not cited. Mrs. Larson stated that if she brings proof that the truckers
are parking there, will the City then paint the curbs red again.
Tripepi requested that Mrs. Larson call City Hall immediately when trucks are parked
there and he will have the trucks cited or towed away.
Mrs. Larson stated that sometimes the trucks park late at night with their refrigerators
running.
Mr. Tripepi explained that if the red curb is installed and the truckers are still parking
there, the Sheriffs have to be called. If the truckers are not obeying the parking signs, they will
not obey the red curb either.
Mrs. Larson stated that when the red curb was there, the truckers were not stopping, but
now that it is gone, they are stopping again.
Councilman Taylor asked Mrs. Larson to call the City Manager or the Sheriff's if she
sees truckers violating the parking restriction. Mr. Taylor continued that if the red curb is
reinstalled arbitrarily or without a valid reason, and without giving the present signage an
opportunity or time to work, then we will be obligated to do this throughout the City. Temple
City Boulevard is a fully improved street and there is not a valid reason to install 100' of red
curb.
Mrs. Larson stated that she only wants 50'.
Councilman Taylor stated that even with 50' there still will be violations with cars
parking there.

Mayor Clark asked if while the 100' of red curbing was there, were there any complaints
from the residents about lack of parking?
Mrs. Larson responded that no one parks there, only the trucks.
Mayor Clark suggested at least installing 50' of red curbing.

EA RESOLUTION NO. 01-05 AUTHORIZING THE FILING OF A PETITION
TO THE STATE WATER RESOURCES CONTROL BOARD
CONTESTING ACTIONS TAKEN BY THE CALIFORNIA REGIONAL
WATER QUALITY CONTROL BOARD, LOS ANGELES REGION
Juan Nunez, 2702 Del Mar, Rosemead, referring to Pine Street, stated that the
dayworkers are throwing a lot of trash into the flood control basin. Mr. Nunez stated that he was
informed by the Sheriffs Department that citizens cannot video those actions, that the Sheriffs
themselves have to observe them in the act.
Councilman Taylor reminded Mr. Nunez of the proposal that was given to him to take the
City's audio equipment to record the decibel level of the music next door to him. Mr. Taylor
requested a written statement clarifying a citizen video taping. Mr. Taylor stated that the City
takes photos and videos all the time.
Frank Tripepi, City Manager, explained that a Deputy has to have a misdemeanor done in
his presence in order to do an arrest. If a citizen sees a person committing such an act, that
person has to be willing to testify that he saw that act being committed and wants that person
arrested, a citizens arrest. Mr. Tripepi continued that what the Deputy probably meant was that a
person cannot hide or set up a camera somewhere and shoot a video and then turn it in for
prosecution. A person has to be willing to say that he saw the offender committing the offense,
video taped him, and wants him arrested and prosecuted.
Mr. Nunez stated that there are shopping carts and trash in the wash. Mr. Nunez stated
that at certain points chain link fencing can be installed to pick up the trash.
Councilman Bruesch stated that within 6 years there has to be zero tolerance for trash
going into the storm drains. Mr. Bruesch stated that the Regional Board is advocating putting

some type of traps in the storm drain inlets at each corner. Mr. Bruesch continued that those
traps cost a minimum of $850 to a maximum of almost $2000 apiece. And, think of how many
traps Rosemead needs and how long would it take the kids to figure out how to destroy them.
Mr. Bruesch stated that other solutions would be to build facilities within the washes to trap the
debris before it goes downstream with the usage of berms or catch basins. The solution the
Regional Board has is to make this each City's responsibility. Mr. Bruesch stated that the
resolution tonight is in protest of the actions taken by the Board and that they give no guidance
on coordinating these programs.
Mayor Clark stated that this resolution is basically asking the Regional Board to give the
City's a chance to look at this and find the best way to get the trash out of the rivers. Mrs. Clark
stated that they are looking at the most cost effective way of doing this.
Juan Nunez, 2702 Del Mar, Rosemead, stated that there are people that just throw trash
around.

VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE
Chuck Lyons, Rosemead, thanked the Council for passing the three Consent Calendar
items. Mr. Lyons stated that the alley behind Arica and Mission where the two-story white
building is, is kept spotless by the gardeners. Mr. Lyons thanked staff and Council for helping
them with their process in getting the "Stop" sign installations approved tonight. Mr. Lyons
continued that he is proud to live in Rosemead and thanked everyone again.
Denise Paniagua, 3746 Bartlett Avenue, Rosemead, stated that the street that parallels
Rosemead Boulevard is not Grand Avenue (referring to Item IV CC-H), it is still Rosemead
Boulevard.
IX. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned at 9:00
p.m. in memory of Paul Shipley who passed away on January 3l". The next regular meeting
will be held on Tuesday, February 27, 2001, at 8:00 p.m.
