RESOLUTION NO. 73- 13
A RESOLUTION OF THE ROSEMEAD CITY COUNCIL
ADOPTING PROCEDURES FOR IMPLEMENTING AN
ADEQUATE GROUP BLOOD BANK FOR CITY EMPLOYEES.
WHEREAS, in 1973, of the 2,500,000 Americans who will
need blood transfusions, several thousand live in the West San Gabriel
Valley; and
WHEREAS, to fulfill our community's share of this
national mutual aid obligation it is essential that qualified and
reliable local people accept the periodic responsibility of giving
healthy blood, and that employing organizations give every encouragement
to their employees for this purpose, including allowing volunteer
donors time to participate when scheduled during.business hours by the
Red Cross- and
WHEREAS, the obtaining from donors of vital, lifesaving
blood must occur within just days before need, necessitating reliable
commitments, meticulous planning and carefully controlled scheduling
by Red Cross; and
WHEREAS, the City of Rosemead, being an aware and
sensitive employer, is willing to lead the way among local employers
in assuring its personnel every encouragement and opportunity to
maintain an adequate Group Blood Bank; and
WHEREAS, for each pint of blood deposited in the name
of the Group, the donor gets permanent personal credit, and Red Cross
matches a credit to the Group's account, which Group credit covers all
members and their families for a full year, so that adequate giving
guarantees mutual continuous protection; and
WHEREAS, it is the responsibility of this Council to
establish policies affecting the well-being of the City and the
expenditure of the public treasure, including in this context the duty
time of City employees.
NOW, THEREFORE, BE IT RESOLVED by the Rosemead City
Council as follows:
SECTION ONE: The purpose and intent of this policy
statement is to make very clear the desire and encouragment of this
Council that the City equitably participate in the American Red Cross
Group Blood Program both as a responsibility to the public and as an
opportunity for employee protection.
SECTION TWO: To implement this policy, the City Manager
is hereby instructed to forthwith initiate and supervise a continuing
program which not only will assure that all City employees understand
and appreciate the need and responsibility and the personal protection
available to them through an adequate blood bank, but also will offer
reasonable encouragement to all eligible City employees to contribute
into a Group Blood Bank for City Employees, with cooperation from the
West San Gabriel Valley Chapter of the American Red Cross.
In order to help maintain interest and continuity in
this program, the City Manager will report in writing to the
Council annually at the first January meeting the status of the blood
program, together with plans for improvement.
