OF A NOTICE OF COMPLETION FOR CITY PROJECT NO. 41026 —
ROSEMEAD PARK RESTROOM RENOVATIONS
SUMMARY
On November 12, 2024, the City Council approved the awarding of a construction contract to
Bridgerock Construction, Inc. The total construction budget for the project, which included a 10%
construction contingency, was $284,680.00. The project involved the renovation of deteriorated
structures including installation of ADA-compliant fixtures, restroom stalls, plumbing upgrades,
interior surface modifications, and lighting improvements. During construction, several change
orders were necessary due to unforeseen adjustments to an existing concrete masonry wall and the
actual thickness of the existing concrete slab flooring that were not shown on the project plans. All
contractual items, including the unforeseen change order, have been completed and accepted by
city staff as substantially complete and the restrooms have been reopened to the public. However,
after reopening, staff requested additional work to address a couple of maintenance concerns.
These include closing an opening above the main gates that allows unauthorized access to the
restrooms and modifying the flooring surface to reduce slipping. Notably, these additional tasks
do not impact the project's completion date.
DISCUSSION
The Rosemead Park Restroom Renovation Project aimed to improve the existing restrooms
adjacent to the Aquatic Center, which were in dire need of upgrades. The project involved
demolishing and replacing all interior restroom fixtures in both the women's and men's restrooms.
Plumbing fixture upgrades were also necessary, as previously reported as faulty and problematic.
Furthermore, both restrooms lacked additional stalls. The women's restroom had only two stalls,
one of which was an ADA stall, while the men's restroom had one ADA stall and two urinals.
After substantial renovations, the renovated women's restroom now features three stalls, including
one ADA stall, while the men's restroom now has one urinal and two stalls, one of which is also
an ADA stall.
During the construction phase, the contractor encountered certain challenges due to discrepancies
between the existing conditions and the project plans. During the project design phase, the project

Architect made certain design choices based on assumptions due to the unavailability of existing
plan records for the restrooms. Although uncommon, it is sometimes practical to make certain
design assumptions that are based on experience and industry standards when as -built plans are
not available. Consequently, it was discovered that a concrete masonry wall ran all the way through
the middle of the restrooms affecting the progression of the work and necessitating minor
adjustments to the project plans to account for the existing wall's thickness. Also, assumptions
were made about the thickness of the concrete slab for the restroom flooring. The project design
assumed a typical concrete slab thickness of five to six inches. However, during construction, the
contractor found that the actual thickness of the concrete slab floor was between 10 and 12 inches
deep. As a result, the contractor requested additional compensation to cover the extra work
required to address these unexpected conditions. The cost of the additional work amounted to
$9,733.09, which was covered within the allocated 10% construction contingency.
The final inspection for this project was completed on February 19th, 2025, and the restrooms
were promptly reopened to the public on Friday, February 21 st, 2025.
During the project closeout phase, Staff received concerns about the height of the previously
existing restroom gate doors, which was not part of the original scope and were protected -in -place
during construction. Public Services Staff shared concerns about an opening above the existing
gate doors that could be used for unauthorized access during after-hours and requested that the
opening be closed by extending the existing gates. Public Services also shared concerns with the
smooth finish of the epoxy flooring system that was applied to the concrete restroom slab.
Although the flooring was installed and accepted according to the project plans, staff s concerns
were deemed appropriate. To address the situation, staff asked the contractor to provide proposals
to have a -foot section welded to the top of the existing restroom gates, as well as, to remove the
top layer of epoxy flooring and apply a new epoxy coating with a dur-a-grit aggregate mix to avoid
slippery conditions and provide more friction to the finish of the restroom flooring. Proposals were
reviewed and work was then authorized for additional work to be conducted. The final extra work
for the additional scope of work necessary to address the concerns reported by Public Services
Staff totaled $7,357.35 and within the 10% construction contingency. Despite exceeding the
authorized amount, the overall construction expenditures remained below the City Council's
budget.
At the time of preparing this report, additional out -of -scope work, such as installing gate
extensions and applying a new layer of epoxy flooring, was underway. However, since these items
were not part of the original scope and were requested after the project's completion, they do not
impact the project's completion date. On February 19th, 2025, the staff accepted the contractual
completed work and is requesting authorization to file the Notice of Completion for the project
once all outstanding items are closed out.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Accept the substantial project completion for the Rosemead Park Restroom Renovation
Adjacent to Aquatic Center — City Project No. 41026 as performed by Bridgerock

Construction, Inc. with the final contract amount of $275,890.44; and
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder and the release of retention funds 35 days thereafter.

Act (ARPA) funding:

STRATEGIC PLAN IMPACT
The project aligned with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding
the use of wireless network technology and renewable energy.
