CC - Item 5D - Accept Completed Improvements and Authorize Filing of a Notice of Completion for City Project No. 24009 - Fiscal Year 2024-2025 Concrete ReplacementsROSEMEAD CITY COUNCIL �� REPORT j j r /�CpRPpR� 9 9 TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: APRIL 8, 2025 SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE FILING OF A NOTICE OF COMPLETION FOR CITY PROJECT NO. 24009 — FISCAL YEAR 2024-2025 CONCRETE REPLACEMENTS SUMMARY On December 10, 2024, the City Council authorized award of a construction contract to CT&T Concrete Paving, Inc. with a total construction budget of $390,487.08 (including 10% construction contingency). This project included removal and replacement of existing damaged sidewalks, damaged curb and gutter, non -compliant ADA curb ramps, damaged concrete crosswalk headers, and removal and replacement of existing trees that have caused damage to concrete infrastructure within the City's right-of-way. DISCUSSION The Fiscal Year 2024-25 Concrete Replacement Project aimed to address distresses as reported on the 2023-24 Sidewalk Management Program (SMP). Concrete replacement locations for maintenance zone 5 were compiled and identified from the City's SMP, which, incidentally, will also be the next maintenance zone scheduled for roadway resurfacing under the upcoming Fiscal Year 2024-25 Annual Pavement Rehabilitation Project. The FY 24-25 Concrete Replacement Project consisted of removal and replacement of damaged concrete sidewalk (4,700 square feet), removal and replacement of a damaged concrete roadway panel (247 square feet), removal and replacement of concrete roadway headers (100 linear feet), removal and reconstruction of ADA curb ramps (12 total), removal and replacement of damaged driveway approaches (820 square feet), removal and replacement of damaged concrete curb and gutters (450 linear feet), and removal and replacement of trees causing damage to concrete infrastructure within the City's right-of-way (9 total). During the construction phase, staff received requests to include additional locations around the city that needed immediate attention to address hazardous conditions. These additional locations included 1,022 square feet of driveway replacement, 19 linear feet of curb and gutter replacement, and 1,246 square feet of sidewalk replacement. The extra work for the additional concrete replacements totaled $32,717.77 and was able to be addressed within the 10% construction contingency. Despite exceeding the construction budget, the overall construction expenditures remained below the City Council's authorized amount. AGENDA ITEM 5.1) City Council Meeting April 8, 2025 Page 2 of 2 Notably, the project concluded with unspent funds of $4,361.79, which highlights efficient budget management and cost -saving measures implemented during the construction period. STAFF RECOMMENDATION It is recommended that the City Council: 1. Accept project completion for the Fiscal Year 2024-25 Concrete Replacement Project No. 24009 as performed by CT&T Concrete Paving, Inc. with the final contract amount of $386,125.29; and 2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder and the release of retention funds 35 days thereafter. FINANCIAL IMPACT The following is the breakdown of the construction phase: Total Construction Budget $390,487.08 Actual Expenditures $386,125.29 Unspent Amount $4,361.79 STRATEGIC PLAN IMPACT The project aligned with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding the use of wireless network technology and renewable energy.
