1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not
listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE
(please complete the Speaker Request Form stating your preference to speak either at the
beginning or at the end of the meeting).

IV. CONSENT CALENDAR -RECOMMENDATION: APPROVAL
I IC' C-A APPROVAL OF PARTNERSHIP WITH THE ROSEMEAD COMMUNITY
DEVELOPMENT COMMISION FOR USE OF HOME FUNDS
The City receives HOME funds from the U.S. Department of Housing and Urban
Development. The City has funds budgeted to a development fund. Staff
proposes entering into a commitment agreement with the Rosemead Community
Development Commission to develop projects using these development funds.
Recommendation: Approve the partnership with the Rosemead Community
Development Commission and authorize the City Manager or designee to execute
all agreements.
4e--BAPPROVAL OF FINAL GUIDELINES FOR MULTI-FAMILY
REHABILITATION WITH HOME FUNDS
Staff proposed final guidelines for use of HOME funds by the Rosemead Housing
Development Corporation for multi-family housing rehabilitation program for
rental units located in theLapopan Target Area.
Recommendation: Approve the final guidelines and authorize the City Manager
or designee to execute all agreements.
V. MATTERS FOR DISCUSSION AND ACTION
A. DISCUSSION OF GARVEY SCHOOL DISTRICT'S REQUEST TO INSTALL
BANNERS ON CITY POLES
Councilman Tran has requested that this item be placed on the Agenda. The
Garvey School District has requested to display banners on Garvey Avenue on the
City owned poles. City policy has been for organizations to request pennission of
the City Council to do so, and to pay for the banners and installation.

CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
The City Council will meet with its legal counsel to discuss significant exposure to
litigation pursuant to Government Code y54956.9(b)(1)(3)(C): one potential case.
