BANNERS ON CITY POLES
At the June 28 h Meeting Council member Tran requested that this item be placed on the Agenda.
Last November staff received a request from the Garvey School District to display banners on
Garvey Avenue on the City owned poles. City policy has been for organizations to request
permission of the City Council to do so, and pay for the banner and installation. If approval is
granted, it is contingent upon the requesting organization acquiring the appropriate liability
insurance and contracting with a qualified sign company approved by staff.
In response to the request, staff suggested that it might be worthwhile for the City to also contact
the Rosemead School District to find out if they would be interested in putting up similar banners
on Valley Boulevard. They were not interested at the time. Subsequent discussions with the
Garvey District staff regarding funding the banners resulted in our staff exploring the possibility
of using Community Development Block Grant funds. It was determined not to be an eligible
expense.
As indicated in the Council Memorandum dated June 271h, the cost to purchase two banners
similar to the City's 4'h of July banner is estimated to be $6,500, which would include
installation, removal and storage. Therefore to put up four banners would cost $13,000.
If it is the decision of the Council to pay for the banners and installation it is recommended that
the funds be appropriated from appropriated reserves and staff be directed to contact both
districts for the appropriate language.
