NOVEMBER 14, 2000
The regular meeting of the Rosemead City Council was called to order by Mayor Clark at 8:00
p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Bruesch
The Invocation was delivered by Chaplain Charlie Corum of Pacific Youth Correctional
Ministry.

1. ORAL COMMUNICATIONS FROM THE AUDIENCE - None
H. PUBLIC HEARINGS
An explanation of the procedures for the conduct of the public hearing was presented by
the City Attorney.
A. PUBLIC HEARING FOR MUNICIPAL CODE AMENDMENT 98-01 TO
AMEND THE ROSEMEAD MUNICIPAL CODE (SECTION 17.112.030)
REQUIRING A CONDITIONAL USE PERMIT FOR THE
DEVELOPMENT OF MORTUARIES/FUNERAL HOMES IN THE M-1;
LIGHT MANUFACTURING ZONE
At. ORDINANCE NO. 815 - AMENDING SECITON 17.112.030 OF THE
ROSEMEAD MUNICIPAL CODE REQUIRING A CONDITIONAL USE
PERMIT FOR THE DEVELOPMENT OF MORTUARIES/FUNERAL
HOMES IN THE M- LIGHT MANUFACTURING ZONING DISTRICT
Frank Tripepi, City Manager, presented the staff report.
The Mayor opened the public hearing for those in the audience wishing to speak on this
item.
Juan Nunez, 2702 Del Mar, Rosemead, referring to the zoning map asked how far would .
a mortuary be from residences?
Mr. Tripepi responded that some of the areas on the zoning map abut residential
properties, but stressed that a mortuary cannot be developed unless there is a conditional use
permit application made and a public hearing with notification to surrounding residents.
There being no one else wishing to speak, the Mayor closed the public hearing.
MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN VASQUEZ
that the Council adopt a Negative Declaration and approve Municipal Code Amendment 98-01,
introduce and place Ordinance No. 815 on first reading and schedule the item for a 2nd reading at
the meeting of November 28, 2000. Vote resulted:

---*A person in the audience stated that the majority of the people there do no understand
what transpired.
The Mayor then asked William Su to translate in Chinese for the audience and to explain
that no mortuaries have requested to come into Rosemead.
Mr. Su proceeded to translate for the audience.
In conclusion, Mayor Clark asked Mr. Su to assure the audience that Rosemead has no
plans to have a mortuary anywhere in Rosemead.
At this time a 5-minute recess was taken and reconvened accordingly at 8:30 p.m.
B. ORDINANCE NO. 816 - APPROVING MUNICIPAL CODE
AMENDMENT 00-01 - INTRODUCE
The following ordinance was introduced to the Council:
ORDINANCE NO. 816
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING
MUNICIPAL CODE AMENDMENT NO. 00-01, AMENDING SECTION
17.84.010 OF THE ROSEMEAD MUNICIPAL CODE, WHEREIN ANY
CONSTRUCTION DONE TO AN EXISTING COMMERCIAL OR
INDUSTRIAL BUILDING WHERE WORK DONE TO THE STRUCTURE IS
GREATER THAN FIFTEEN THOUSAND DOLLARS ($15,000)
VALUATION, THE MINIMUM PARKING REQUIREMENTS SHALL BE
PROVIDED. SPECIFIC CRITERIA MAY EXEMPT SINGLE-FAMILY HOME
ADDITIONS FROM MEETING THE MINIMUM PARKING
REQUIREMENTS
The Mayor opened the public hearing for those in the audience wishing to speak on this
item.
Juan Nunez, 2702 Del Mar, Rosemead, asked what the criteria is based on.
Frank Tripepi, City Manager, responded that if a proposed improvement to a residence is
less than or equal to 120 square feet, then the homeowner is exempt.
Mr. Nunez stated that there are probably many properties in the City that are landlocked
and cannot be accessible via addition of garages and driveways.
Mayor Clark asked what the current ordinance is in requiring additional parking.
Brad Johnson, Planning Director, responded that any improvements over $2,000
valuation requires that project to be brought up to current parking standards.
Mayor Clark stated that the addition of even a small room could not be done for $2,000
and that the ordinance being considered tonight is less restrictive than the current ordinance.
The Mayor closed the public hearing.

B. RESOLUTION NO. 2000-59 - AUTHORIZING SUBMITTAL TO STATE
ENERGY COMMISSION FOR A GRANT TO FUND THE
REPLACEMENT OF TRAFFIC SIGNALS WITH ENERGY EFFICIENT
LED FIXTURES
The following resolution was presented to the Council for adoption:

AUTHORIZING APPLICATION TO STATE OF CALIFORNIA ENERGY
COMMISSION FOR A GRANT TO FUND THE REPLACEMENT OF
TRAFFIC SIGNALS WITH ENERGY EFFICIENT LED FIXTURES
Councilman Taylor asked how many of the City's signals are 12" (referring to the
demonstration of 12" signal light earlier), as the City has several smaller size signals.
Ken Rukavina, City Engineer, responded that the City has a combination of 8" and 12".
Councilman Taylor that he favors the project, but what is involved with retrofitting?
Frank Tripepi, City Manager, requested that the Council approve the resolution giving
authorization to file for the grant which will involve a time frame of approximately 9 months to
one year before approval. In the meantime, staff will provide Council with the specifics of this
project. Mr. Tripepi stated that this item will be before the Council again, as funds will need to
be appropriated in the future.

Councilman Bruesch asked that staff investigate the savings possibility of the battery
back-up in maintaining the lights.
Mayor Clark stated that this will not only save money in the long run because of the
energy savings, but it is an environmentally good step to take.
MOTION BY COUNCILMAN VASQUEZ, SECOND BY COUNCILMAN BRUESCH
that Council authorize staff to apply for the LED grant; prepare specifications and implement
traffic signal light replacement upon grant approval; appropriate the necessary funds from
unappropriated gas tax reserves; and adopt Resolution No. 2000-59. Vote resulted:

It was the consensus of the Council that an article be placed in the City's newsletter
informing residents of future curb painting projects, and that they will be painted at no cost to
them in an effort to discourage unauthorized people from knocking on their doors offering to
paint their curbs for a "donation".

VII. MATTERS FROM OFFICIALS - None
VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE
Holly Knapp, 8376 Whitmore Avenue, Rosemead, invited the Council to the People-for-
People fundraiser on Saturday, December 2, 2000 at the First United Methodist Church. Ms.
Knapp stated that the group is also donating Thanksgiving and Christmas baskets and
encouraged everyone to take advantage of the supermarkets special rates on turkeys to purchase
a small one for their organization's donation baskets.
Juan Nunez, 2702 Del Mar, Rosemead, suggested that while the curb painting project is
going on, large numbers can also be painted at the beginning of each block in order for the
Sheriff's helicopters to identify an area.
IX. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned at 8:50
p.m. The next regular meeting will be held on Tuesday, November 28, 2000, at 8:00 p.m.
