OCTOBER 10, 2000
The regular meeting of the Rosemead City Council was called to order by Mayor Clark at 8:00
p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Taylor
The Invocation was delivered by Pastor Ken Fong of the Evergreen Baptist Church

B. RESOLUTION NO. 2000-50 - ADOPTING REGULATIONS FOR
CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO
CANDIDATE'S STATEMENTS SUBMITTED TO THE VOTERS AT AN
ELECTION TO BE HELD ON TUESDAY, MARCH 6, 2001

ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE
PERTAINING TO CANDIDATE'S STATEMENTS SUBMITTED TO THE
VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, MARCH 6, 2001
MOTION BY COUNCILMAN BRUESCH, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council adopt Resolution No. 2000-51. Before vote could result, more
discussion ensued.
Juan Nunez, 2702 Del Mar, Rosemead, stated that the candidates should pay for their
statements.
Mayor Clark inquired if Martin and Chapman can set fees for their translators upfront,
rather than charge the candidates after the election. If the fee goes over the set fees, then perhaps
Martin and Chapman should pay the difference.
Councilman Taylor asked if a candidate submits their statement already translated into a
foreign language, will that person still be charged the $350 translation fee? Mr. Taylor pointed
out that in the English language, the statement is printed as submitted and this should apply to
the translated statement as well.
Robert Kress, City Attorney, stated that candidates cannot be submitting their own
translated documents, and that there has to be some continuity to ensure that it is a correct
translation.
Councilman Taylor stated that the foreign language statements can be proofread, and
the wording in the English statements are not changed.
Councilman Bruesch disagreed and cited an example that a candidate could submit an
English version and then have their own translator translate that statement into a foreign
language so that it is derogatory against another candidate.
Councilman Taylor stated that that can be screened out by proof reading and State laws.
Councilman Bruesch responded in that case the candidate will have to pay for the
translation services anyhow.
Councilman Taylor stated that there is a difference between translating and proofreading.
Mr. Kress stated that a foreign language statement can be proofread, but it needs to be
compared to the English version as well, and that is the translation process.
Councilman Taylor stated that there are many different dialects and a translator may want
to change a word but the candidate does not, depending on their different dialects. Mr. Taylor
continued that the candidate is losing their right to submit their statement as is. Mr. Taylor stated
that there should be no difference if a person submits their statement in English, Chinese,
Vietnamese or Spanish - that the statement should not be changed.
Mr. Nunez agreed with Councilman Taylor in that a translator cannot always decipher the
meaning of a candidates statement, therefore, should not impose their own interpretation into that
statement. It should be translated as is without any censoring or editing.
Councilman Taylor stated that that was his objections to this item. A person cannot
submit a candidate statement in their own language without being charged an addition $350 for
someone to proofread it.
Frank Tripepi, City Manager, stated that a reply in writing from Martin and Chapman
will be provided to the Council.

Councilman Imperial stated that the fee charged ensures that there is nothing derogatory
printed in the sample ballot towards another person or race.
Councilman Imperial called for the question.

Councilman Taylor stated for the record that he vote against this resolution as the
candidate is not allowed to submit their candidate statement in their own language. Mr. Taylor
agreed that the statement should be proofread, but sometimes the translation cost is not
necessary.
C. RESOLUTION NO. 2000-52 - AUTHORIZING THE SHERIFF'S
DEPARTMENT AND PLANNING DEPARTMENT TO REQUEST THE
STATE DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL TO
IMPOSE CONDITIONS ON THE TRANSFER OF ALCOHOLIC
BEVERAGE LICENSES
The following Resolution was presented to the Council for adoption:

Juan Nunez, 2702 Del Mar, Rosemead, stated that the streets will be improved. Mr.
Nunez continued that trash and bulky items left on the sidewalks after trash collection day will
contribute to blighted conditions.

CC-C REQUEST FOR "NO TRUCKS" SIGNS FOR LA PRESA AVENUE AND
BARTLETT AVENUE SOUTH OF GARVEY AVENUE

CC-A REQUEST FOR "RIGHT TURN ONLY" SIGN AT THE DEVELOPMENT
ON THE SOUTHWEST CORNER OF HELLMAN AVENUE AND
WALNUT GROVE AVENUE
Juan Nunez, 2702 Del Mar, Rosemead, referring the item CC-A, asked if the signs are
going to be placed on the property.
Councilman Bruesch stated that that area is a problem during rush hour.
Mr. Nunez stated that there is a sign by Sav-On at Garvey that is covered by a palm tree.
MOTION BY COUNCILMAN BRUESCH, SECOND BY MAYOR PRO TEM
IMPERIAL that Council approve the installation of "Right Turn Only" signs at the development
on the southwest corner of Hellman Avenue and Walnut Grove Avenue in addition to the
installation of right-turn arrow pavement markings at the driveway entrance/exit.

CC-B REQUEST FOR "DO NOT BLOCK INTERSECTION" SIGNS AT
VALLEY BOULEVARD/GERNERT AVENUE, GARVEY AVENUE/PINE
STREET AND HELLMAN AVENUE/ALANREED AVENUE
Juan Nunez, 2702 Del Mar, Rosemead, stated that placing these signs is an extra expense
for the City as people should know not to block intersections.
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council approve the installation of "Do Not Block Intersection" signs at
Valley Boulevard/Gernert Avenue, Garvey Avenue/Pine Street, and Hellman Avenue/Alanreed
Avenue. Vote resulted:

CC-D REQUEST FOR PARKING RESTRICTIONS ON TEMPLE CITY
BOULEVARD SOUTH OF ELLIS LANE
Councilman Taylor asked why there is 100' of red curb plus a "No Parking Vehicles over
80 inches" sign in the middle of the red curb area. Mr. Taylor stated that the parking is being
taken away from the residents and that the sign should be sufficient.
Joanne Itagaki, Traffic Engineer, stated that the sign will not be installed at that location,
and the recommendation from the Traffic Commission was to just install the red curbing at that
location. Ms. Itagaki explained that the red curbing is on the backside of the homes that face
Ellis Lane or Temple City Boulevard.
Councilman Taylor stated that the "No Parking" sign can be installed instead and asked
why should parking be taken away as the residents may need that parking space for guests.
Councilman Bruesch stated that truck drivers consider tickets as part of doing business
and that their companies routinely pay for the tickets.
Frank Tripepi, City Manager, explained that the majority of the trucks being cited are
towed away.
Councilman Taylor stated that it does not make sense to red curb a residential area when
a "tow away" sign can be posted.
MOTION BY COUNCILMAN TAYLOR, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council approve the installation of "No Parking Vehicles Over 80 Inches in
Width on Any Street" with the addition of" Immediate Tow Away", do not install the 100' of
red curbing in the middle of the block, and install 22' of red curbing on the north end. Vote
resulted:
