OF INTEREST TO CITIZENS WISHING TO PARTICIPATE
1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not
listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE
(please complete the Speaker Request Form stating your preference to speak either at the
beginning or at the end of the meeting).
3) Upon request, this agenda will be made available in appropriate alternative formats to

f PUBLIC HEARING: RESOLUTION NO. 2005-24-CERTIFICATION OF
COMPLIANCE WITH THE LOS ANGELES COUNTY CONGESTION
MANAGEMENT PLAN
The Congestion Management Program (CMP) requires the City to annually attest
to the fact that the City has met all requirements of the CMP. This resolution
accomplishes that task.
Recommendation: Adopt Resolution No. 2005-24.

RESOLUTION NO. 2005-25 - A RESOLUTION OF THE CITY COUNCIL OF

THE CITY OF ROSEMEAD TERMINATING THE JOINT EXERCISE OF
POWERS AGREEMENT CREATING THE WEST SAN GABRIEL VALLEY
JUVENILE DIVERSION PROJECT JOINT POWERS AUTHORITY
The of Rosemead San Gabriel Alhambra and Monterey Park were
cities
members of a joint powers authority known as the West San Gabriel Valley
Juvenile Diversion Project. The State of California Attorney General's office has
approved Resolution No. 2005-25, which dissolves the program and reflects the
previous decision of the Board of Directors of the Juvenile Diversion Project to
dissolve the authority.
Recommendation: Adopt Resolution No. 2005-25.
CC-B EXTENSION OF AGREEMENT - STREET TREE MAINTENANCE
The City's Agreement with Evan's Tree Service for tree maintenance is scheduled
for renewal. The contractor has indicated that lie would extend the Agreement for
another year and has requested a three percent (3%) rate increase for this fiscal
year. The net increase is approximately $4,050.00.
Recommendation: Approve the three percent (3%) increase, extend the
Agreement for another year and authorize its execution by the Mayor.
CC-C AUTHORIZATION TO ATTEND AMERICAN PLANNING ASSOCIATION
CALIFORNIA CHAPTER CONFERENCE, OCTOBER 30-NOVEMBER 2,
2005, YOSEMITE
This year's workshop and seminars include sessions on land use plarming, land
use law, growth management, transportation, housing, economic development,
inti astructure and a variety of other municipal planning related issues.
Recommendation: Authorize the attendance of the Planning Director and staff
as directed by the City Manager.
CC-D REQUEST FOR RED CURB AT 7644 HIGHCLIFF STREET
At a Traffic Commission meeting, a resident requested the installation of red curb
in the vicinity of 7644 Highcliff Street. At this location there is a 7-foot length of
curb between two driveways where cars sometimes park, thereby blocking access
to the driveways.
Recommendation: Approve the Traffic Commission's recommendation to
install red curb between the driveways of 7655 and 7648 Highcliff Street.

CC-E AWARD OF BID TO BURCH FORD FOR PURCHASE OF ONE CODE
ENFORCEMENT VEHICLE AND TWO PARKING CONTROL VEHICLES
(2005 FORD RANGERS)
Notice Inviting bids were sent to six dealers for the purchase of three 2005 Ford
Rangers.
Recommendation: Award the bid in the amount of $47,788.08 to Burch Ford.
