RESOLUTION NO. 2005-25
A RESOLUTION OF THE ROSEMEAD CITY COUNCIL
TERMINATING THE JOINT EXERCISE OF POWERS
AGREEMENT CREATING THE WEST SAN GABRIEL
VALLEY JUVENILE DIVERSION PROJECT JOINT
POWERS AUTHORITY
WHEREAS, the City of Rosemead is a member of the West San Gabriel Valley
Juvenile Diversion Project (WSGVJDP) a duly created joint exercise of powers authority
pursuant to Govenunent Code Section 6500 et seq. which authority operated for the
diversion of juveniles from the criminal juvenile justice system to community based
treatment services; and
WHEREAS, the WSGVJDP operated successfully for many years but over the
past few years had run into financial problems hindering the operation of the Project;
WHEREAS, on December 8, 2003, the Governing Board of the WSGVJDP,
which includes representatives of the cities of Alhambra, Monterey Park, Rosemead and
San Gabriel, voted to suspend operation of the Project due to financial constraints and
requested that any ongoing duties and liabilities be resolved by the City Attorney of the
City of Alhambra and assets divided; and
WHEREAS, the State requires its approval of the dissolution of non-profit
entities and this process and approval was only recently received by the State permitting
the dissolution and distribution of the remaining assets; and
WHEREAS, the joint powers authority agreement provides that the term of the
agreement shall continue until terminated by the mutual agreement of the parties by
resolution adopted by each member's City Council; and
NOW THEREFORE, THE ROSEMEAD CITY COUNCIL DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council for the City of Rosemead withdraws from and
thereby tenninates the Agreement creating the West San Gabriel Valley Juvenile
Diversion Project Joint Powers Authority.
SECTION 2. The City Clerk shall certify as to the adoption of this resolution
and send a copy of the certified Resolution to the City Attorney of the City of Alhambra.

Dear Messrs. Fuentes, Crowe, Paules and Jeffers:
The cities of San Gabriel, Alhambra, Monterey Park and Rosemead are members of a
joint powers authority which established and directed through its Governing Board, the West San
Gabriel Valley Juvenile Diversion Program. As you may recall, the Board of the West San
Gabriel Valley Juvenile Diversion Project voted to dissolve the Project in December 2003. Our
office was also directed to undertake the process of dissolving the Project with the various state
agencies.
We have finally received our last approval from the Attorney General's Office, and we
are now authorized to dissolve the Project. The final step in the process is to have each City
Council adopt a resolution dissolving the Joint Powers Authority that created the West San
Gabriel Valley Juvenile Diversion Project. As such, please find the appropriate resolution
enclosed for you to agendize at your next council meeting. Once the resolution has been adopted
please send a certified copy to my attention so we may close this file.
