Attached are copies of the three low bids, a bid analysis, and Dun and Bradstreet reports for the three low bidders. The low Base bid was submitted by Abeam Construction, Inc., a responsible contractor, in the amount of $521,600.00, which is approximately 37 percent higher than the Engineer's Base Estimate of $380,000.00. Abeam Construction's Total bid including Alternate No. 1 was $609,000.00, which is 22 percent higher than the Engineer's Total Estimate of $500,000.00. The average Base bid was $605,359.07, while the average Total bid was $706,471.57. RECOMMENDATIONS Accept the bids and award the project to Abeam Construction, Inc. in the amount of $521,600.00. 2. In the event the insurance coverage is on a claims-made basis, the Contractor shall indemnify and hold harmless the City and all of its officers and agents from any and all claims, demands, or causes of action that arise after the expiration of the Contractor's current policy or after the service contract has ended, for any occurrences arising out of, or in any way related to the work undertaken by the Contractor. The liability and Course of Construction insurance coverage values shall comply with the values and standards set forth in Exhibit "Q" entitled Insurance Required for Contractors. A combined single-limit policy with aggregate limits in the amount of $2,000,000 will be considered equivalent to the required minimum limits. The issuer shall be an "admitted surety insurer" duly authorized to transact business under the laws of the State of California.
