Attached are copies of the three low bids, a bid analysis, and Dun and Bradstreet reports for the three low bidders. The low Base bid was submitted by Abeam Construction, Inc., a responsible contractor, in the amount of $521,600.00, which is approximately 37 percent higher than the Engineer's Base Estimate of $380,000.00. Abeam Construction's Total bid including Alternate No. 1 was $609,000.00, which is 22 percent higher than the Engineer's Total Estimate of $500,000.00. The average Base bid was $605,359.07, while the average Total bid was $706,471.57. RECOMMENDATIONS Accept the bids and award the project to Abeam Construction, Inc. in the amount of $521,600.00. 2. BIDDER declares that this proposal is based upon careful examination of the work site, Plans, Specifications, INSTRUCTIONS TO BIDDERS, and all other contract documents. If this proposal is accepted for award, BIDDER agrees to enter into a contract with AGENCY at the unit and/or lump-sum.prices set forth in the following BID SCHEDULE. BIDDER understands that failure to enter into a contract in the manner and time prescribed will result in forfeiture -to AGENCY of the proposal guarantee accompanying this proposal. BIDDER understands that a bid is required for the entire work, that the estimated quantities set forth in the BID SCHEDULE are solely for the purpose of comparing bids, and that final compensation under the contract will be based upon the actual quantities of work satisfactorily completed. The liability and Course of Construction insurance coverage values shall comply with the values and standards set forth in Exhibit "Q" entitled Insurance Required for Contractors. A combined single-limit policy with aggregate limits in the amount of $2,000,000 will be considered equivalent to the required minimum limits. The issuer shall be an "admitted surety insurer" duly authorized to transact business under the laws of the State of California.
