III. LEGISLATIVE
A. RESOLUTION NO. 2005-28 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 2005-28, for payment of City
expenditures.
IV. CONSENT CALENDAR - RECOMMENDATION: APPROVAL
CC-A RESOLUTION NO. 2005-29 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND
DETERMINATIONS WITH RESPECT TO COMMUNITY DEVELOPMENT
COMMISSION PAYMENT FOR INSTALLATION OF A TRAFFIC SIGNAL
AT HELLMAN AVENUE/EASTBOUND I-10 FREEWAY OFFRAMP AND
TRAFFIC SIGNAL CONTROLLER UPGRADES CITYWIDE
By adopting this resolution, the City Council of the City of Rosemead finds that
Community Development Commission payment for the project benefits Project
Area Nos. I and 2, there are no other reasonable means of financing, and that the
project will eliminate blighting conditions by providing traffic signal
improvements that will provide improved vehicular access along roadways within
and adjacent to Project Areas Nos. 1 and 2, thus enhancing the value of abutting
properties.
Recommendation: Adopt Resolution No. 2005-29.
CC-B APPROVAL OF COOPERATIVE AGREEMENT BETWEEN THE CITY AND
COMMUNITY DEVELOPMENT COMMISSION FOR TRAFFIC SIGNAL
INSTALLATION/MODIFICATIONS, TRAFFIC SIGNAL CONTROLLER
UPGRADES AND PEDESTRIAN PUSH BUTTON REPLACEMENT
This is an agreement between the City and the Rosemead Community
Development Commission to jointly undertake the installation of a new traffic
signal at Hellman Avenue/Eastbound I-10 Freeway Offramp, and traffic signal
modifications at Valley Boulevard/Mission Drive/Rio Hondo Avenue, and traffic
signal controller upgrades and pedestrian push button replacement citywide. The
City will be the lead agency.
Recommendation: Approve the Agreement.
CC-C APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO SEEK BIDS FOR TRAFFIC SIGNAL INSTALLATION/
MODIFICATIONS, TRAFFIC SIGNAL CONTROLLER UPGRADES AND
PEDESTRIAN PUSH BUTTON REPLACEMENT

This project provides for the installation of a new traffic signal at Hellman
Avenue/Eastbound I-10 Freeway Offramp, modifications to the existing traffic
signal at Valley Boulevard/Mission Drive/Rio Hondo Avenue to provide for
protective eastbound left turn phasing, and traffic signal controller upgrades and
pedestrian push button replacement citywide.
Recommendation: Approve the Plans and Specifications and authorize
advertisement for bids by the City Clerk and appropriate unappropriated
Proposition 42 funds for the subject project.
CC-D APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SEEK BIDS
FOR CURB HOUSE NUMBERING (FY 2005-06)
This project provides for the painting of curb house numbering throughout the
city.
Recommendation: Approve the specifications and authorize advertisement for
bids by the City Clerk.
CC-E AUTHORIZATION TO ATTEND 25T" ANNUAL CALIFORNIA CONTRACT
CITIES ASSOCIATION FALL SEMINAR - SAN DIEGO, OCTOBER 14-16,
2005
The main topic of discussion will be Homeland Security, Orange Line
Development Authority and Sacramento Review and Session Recap, 2005-06
Recommendation: Authorize the attendance of any Councilmember, City
Attorney, City Manager and staff as assigned by the City Manager.
CC-F AUTHORIZATION TO ATTEND 82ND ANNUAL NATIONAL LEAGUE OF
CITIES CONGRESS OF CITIES AND EXPOSITION, DECEMBER 6-10,2005,
CHARLOTTE, NORTH CAROLINA
General sessions and conferences workshops will feature national speakers,
seasoned subject matter experts, and experienced city officials who will share
successful programs and new approaches to local governance.
Recommendation: Authorize the attendance of any Councilmember, City
Attorney and staff designee.
CC-G AUTHORIZATION TO REJECT CLAIM AGAINST THE CITY FROM HUGO
MARTINEZ AND MARILI GASTELUM
The claimant driver executed a left turn in front of the City driver, and the City
driver struck the claimants' vehicle.

Recommendation: Approve rejection of both claims and authorize that a letter
of rejection be sent to the claimants' attorney.
