MINUTES OF THE REGULAR MEETING ADOPTED BY THE
ROSEMEAD CITY COUNCIL ROSEMEAD
SEPTEMBER 13, 2005 CITY COUNCIL
The regular meeting of the Rosemead City Council was called to order by Mayor Imperial at
8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead,
California.
The Pledge to the Flag was led by Councilman Nunez
The Invocation was delivered by Bante Chao Chu of the Los Angeles Buddhist
Monastery
ROLL CALL OF OFFICERS:
Present: Councilmembers Clark, Nunez, Tran, and Mayor Imperial
Absent: Mayor Pro Tem Taylor (Excused)
APPROVAL OF MINUTES: None
PRESENTATIONS:
ORAL COMMUNICATIONS FROM THE AUDIENCE
Holly Knapp, 8367 Whitmore, representing People for People, thanked supporters for
their participation at the upcoming 8`h Annual Golf Tournament. Mrs. Knapp requested that
turkeys be donated to their organization during the holiday months and thanked everyone for
their continued support.
Nancy Wilson, 8049 E. Emerson Place, addressed the council about their and the
audience conduct during the last few council meetings. She stated that both their actions were
embarrassing and inappropriate behavior.

A. RESOLUTION NO. 2005-28 - CLAIMS AND DEMANDS
The following Resolution was presented to the Council for adoption.

ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF
$1,789,979.90 NUMBERED 50132 THROUGH 50444
MOTION BY COUNCILMAN TRAN, SECOND BY COUNCILMEMBER NUNEZ
that the Council adopt Resolution No. 2005-28. Vote resulted:

IV. CONSENT CALENDAR (CC-A and CC-C were pulled for discussion purposes)
CC-A RESOLUTION NO. 20 05-29 - A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ROSEMEAD MAKING CERTAIN FINDINGS AND
DETERMINATIONS WITH RESPECT TO COMMUNITY
DEVELOPMENT COMMISSION PAYMENT FOR INSTALLATION OF
A TRAFFIC SIGNAL
Juan Nunez, 2702 Del Mar asked about the possibility of eliminating traffic
from that offramp. City Manager, Bill Crowe explained that it is not within the
City's jurisdiction to stop traffic on a federal highway, but a signal will be
installed there to improve traffic circulation.
CC-B APPROVAL OF COOPERATIVE AGREEMENT BETWEEN THE CITY
AND COMMUNITY DEVELOPMENT COMMISSION FOR TRAFFIC
SIGNAL INSTALLATION/MODIFICATIONS, TRAFFIC SIGNAL
CONTROLLER UPGRADES AND PEDESTRIAN PUSH BUTTON
REPLACEMENT
CC-C AP PROVAL OF PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO SEEK BIDS FOR TRAFFIC SIGNAL
INSTALLATION/MODIFICATIONS, TRAFFIC SIGNAL CONTROLLER
UPGRADES AND PEDESTRIAN PUSH BUTTON REPLACEMENT
Mr. Nunez spoke about upgrading the traffic signal and asked about installing a
"beeper" on the pedestrian button for visually impaired people, and to make those
walk signals automatic.

Council approve of the aforementioned items on the Consent Calendar. Vote resulted:

VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE
Lupe Durante, 3776 Temple City Boulevard said she was very disturbed about the
Recall petitions being distributed. She has lived in Rosemead for 30 years and has seen many
improvements in the city. Mrs. Durante continued that is an injustice to tell the two Councilmen
to step down.
Bill Crowe, City Manager addressed the incident near Shuey School and
congratulated the Sheriffs Department and Rosemead School for their professional response,
which involved a suspicious object/explosive device placed on the gas main near the school. The
Sheriffs Department, Fire Department and Gas Company secured the area. They did a
precautionary lockdown at the school with the presence of the Sheriff's Department. The gas
main was shut down and the bomb squad removed the object and determined that it was
harmless. The incident was concluded without any injuries and no harm to properties.

IX. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned at 8:20
p.m., in honor of the victims and families of hurricane Katrina. The next regular meeting will be
held on Tuesday, September 27, 2005, at 8:00 p.m.
