CC - Item 5A - Certification of Sufficiency of Recall Petitions Recall Mayor Imperial and Mayor Pro Tem Taylor• TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCILL FROM: CITY CLERK DATE: SEPTEMBER 21, 2005 • RE: CERTIFICATION OF SUFFICIENCY OF RECALL PETITIONS TO RECALL MAYOR JAY IMPERIAL AND MAYOR PRO TEM GARY TAYLOR On August 30, 2005, proponents submitted petitions calling for the recall of Mayor Jay Imperial and Mayor Pro Tern Gary Taylor. In order to validate the petitions and call a recall election, the number of required signatures for each affected officer is 3,536. The petitions were accepted on a prima facie review and were submitted to the Los Angeles County Registrar Recorder/Clerk's office for verification of signatures. After receiving the petitions back and a review of the subject petitions, they were found to have a sufficient number of valid signatures. Election Code Section 11240 requires that within 14 days after the meeting in which the governing body receives the certificate of sufficiency, the governing body shall issue an order stating that an election shall be held to determine whether or not the officer named in the petition shall be recalled. The election shall be held not less than 88, nor more than 125 days after the issuance of the order. At the City Council meeting of October 11, 2005, the City Council will need to set a date for a Special Municipal Election. The election date can be set on a Tuesday between January 10 and February 13, 2006. This week, the City Manager, City Attorney and I have met with the City's election suppliers, Scott and Pat Martin of Martin and Chapman. We addressed the Department of Justice Consent Decree minority language requirements. Martin & Chapman is working on providing all of their cities with translated voter information and signs for polling places, voting booths, and at the precinct tables. Also, discussed were the translations for the City's Voter Pamphlet, ballots and candidate statements into the required languages, and changing from the punch card ballot system to the Opto-Mark ink based voting system.
