CC - 1974-62 - Revenue Sharing CreditRESOLUTION NO. 74-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD PROVIDING REVENUE SHARING CREDIT FOR COUNTY LIBRARY TAXES PAID BY CITY PROPERTY OWNERS BY ELIMINATING EXIST- ING TAX AND ESTABLISHING A TAX IN PLACE THEREOF. THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESOLVES AS FOLLOWS: Section 1. Pursuant to Government Code Section 43073, the City Council of the City of Rosemead, a city encompassed entirely within the territory of the hereinafter specified district, hereby elects to pay to the Los Angeles County Free Library an amount of money equal to the amount the Library would derive from the imposition of its tax on all property within the incorporated limits of the city. Such payment shall be in lieu of the imposition of the Library tax on property within the boun- daries of the city. Section 2. Pursuant to Government Code section 43073, the City Council of the City of Rosemead, in order to generate the funds necessary to make the payment referred to in Section 1 of this Resolution, hereby establishes a city tax rate for the fiscal year 1974-75 in an amount equal to the amount of the rate set by the Board of Supervisors of the County of Los Angeles for the Los Angeles County Free Library for the 1974-75 fiscal year. The revenue from such tax shall be utilized solely for the payments described in Section 1 hereof. Section 3. The City Council of the City of Rosemead hereby requests that the County Tax Collector list the Los Angeles County Free Library on the property tax bill or on an accompanying statement, clearly indicating that the city has elected to include the cost of the special district service in a city tax rate rather than have the Library impose the tax. This Resolution shall serve as direction and authorization to the Los Angeles County Auditor-Controller to transfer the monies collected pursuant to Section 2 of this Resolution to the Library. Section 4. The adoption of this Resolution in no way imposes or implies the levy of a city property tax for general municipal purposes, and is in fact a step which is consistent with long-standing City Council policy of seeking to maximize the services provided by the city without the imposition of a city property tax as a method of paying for such services. Section 5. The City Clerk is directed forthwith to mail a certified copy of this Resolution by certified mail to the County Auditor-Controller, the County Assessor and the County Tax Collector. -1- ~:7s~6a Section 6. The City Clerk shall, within 15 days of adoption hereof, post copies of this Resolution in at least three public places in the City of Rosemead designated for the posting of city ordinances and notices and shall file proof of such posting in the official records of said City Clerk.
