CC - 1975-29 - Assembly Bill No. 625• 0 RESOLUTION NO. 75-29 A RESOLUTION OF THE CITY OF ROSEMEAD, CALIFORNIA OPPOSING THE PASSAGE OF ASSEMBLY BILL NO. 625, _ ESTABLISHING A BAY AREA PLANNING AGENCY AS INTRODUCED BY ASSEMBLYMAN KNOX ON JANUARY 30, 1975. WHEREAS, the proposed bill would create a regional planning agency that would deprive local government of any voice in regional land use matters proposed by Federal and State agencies; and WHEREAS, such agency would be given the authority to issue cease and desist orders as to comprehensive local planning and zoning regulations; and WHEREAS, the bill contains no specific goals or objectives limiting the plan to matters which are truly regional in nature; and WHEREAS, the method of selection of board members would deprive smaller cities of any form of voting represen- tation while subjecting them to the legislative scope of the Act; and - WHEREAS, the proposed legislation would partially disfranchise small cities; and WHEREAS, the Assembly Bill No. 625 would add another layer of government and would remove the public a step further from the decision making process; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemead that said City of Rosemead go on record in opposition to Assembly Bill No. 625 as contrary to the principle of Home Rule and as establishing a precedent detrimental to sound effective local goverment; BE IT FURTHER RESOLVED that the City Clerk be authorized and.,direc.ted to forward copies of this resolution to the cities within the area-of-the-proposed Bay Area Planning Agency, to Assemblymen MONTOYA and FENTON and to the League of California Cities. ADOPTED by the City Council of the City of Rosemead at a regular meeting held Tuesday, April 8, 1975 by the following vote: AYES: Andersen, G. Taylor, P.
