The revenue from such tax shall be utilized solely for the payment described in Section 1 hereof. Section 3. Section 4. The adoption of this Resolution in no way imposes or impries the levy of a city property tax for general muni- cipal purposes, and is in fact a step which is consistent with long- standing City Council policy of seeking to maximize the services provided by the city without the imposition of a city property tax as a method of paying for such services.
