IL SUBJECT: ANNUAL 2008-09 SLURRY SEAL PROJECT - CONTRACT AWARD SUMMARY As part of the City's Fiscal Year 2008-09 Capital Improvement Program, the City Council approved a program entitled, "Targeted Public Works Projects", which consists of public improvements to the City's local streets and public right-of-way areas. This project will help extend the life of local streets and improve community aesthetics. This project is funded through the Community Development Block Grant (CDBG) program, which requires that funds be spent on specific project types and in specific target areas. This proposed project meets CDBG requirements. Staff Recommendation Staff recommends the following: Authorize the City Manager to enter into a contract with American Asphalt South, Inc. for the Annual 2008-09 Slurry Seal Project in the amount of $140,063.50. 2. Establish an amount of 15% of the contract amount ($21,000.00), as a contingency, to cover the potential cost of unforeseen site conditions. DISCUSSION Slurry Seal is a versatile and cost effective way to preserve and protect asphalt concrete pavement. The application of slurry seal will extend the life of existing roadway by protecting it from the effects of weathering. If streets are not slurry sealed, they risk the intrusion of storm water into the sub-grade below the pavement which can cause permanent structural damage. The most recent survey of our street infrastructure, which was completed in 2004, indicates that 39 streets containing almost a million square feet of asphalt concrete pavement would benefit from crack sealing and a slurry seal overlay. APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting May 12, 2009 Page 2 of 3 On February 10, 2009, the City Council approved plans and specifications for the project and authorized staff to advertise and solicit bids. The proposed project includes the crack sealing, slurry seal and striping of various streets from San Gabriel Boulevard to Westerly City Limit and from the 10 San Bernardino Freeway to Garvey Avenue. A Notice Inviting Bids was published in local news publications and advertised to area contractors. At 11:00 AM on March 18, 2009, the City Clerk publicly opened and read eight (8) sealed bids with the following results: 1 American Asphalt South, Inc. 2 Pavement Coating Co. 3 All American Asphalt 4 Doug Martin Contracting Co. 5 Roy Allan Slurry Seal 6 Wheeler Paving Inc. 7 Valley Slurry Seal 8 Bond Blacktop, Inc. Fontana, CA $140,063.50 Mira Loma, CA $145,608.75 Corona, CA $150,400.00 La Habra, CA $157,364.00 Santa Fe Spring, CA $158,453.00 Riverside, CA $168,000.00 West Sacramento, CA $171,346.25 Union City, CA $180,092.00 Staff reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that American Asphalt South, Inc. is the lowest responsive bidder to perform the construction of this project. American Asphalt South, Inc. has satisfactorily completed similar projects for other agencies, including the Cities of Rancho Cucamonga, Diamond Bar and Ontario. The low bid submittal by American Asphalt South, Inc. was 20% below the Engineer's Estimate of $175,000.00 Timeline Pending approval by the City Council, staff anticipates completion of this project according to the following schedule: May 12th - City Council Awards Contract June 15th to July 13th - Outreach to Neighborhood Residents • Staff will mail letters to neighborhood residents several weeks prior to starting construction. • Staff will place door hangers on properties within a 300 foot radius of the project area 48 hours prior to the project starting. FINANCIAL REVIEW The total appropriation needed to award this project is $161,063.50 (including contingencies). Funding for this project has been approved in the City's FY 2008-09 Capital Improvement Program budget as the "Targeted Public Works Projects" from CDBG American Recovery and Reinvestment Act (ARRA) funds. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines.
