ACTING CITY MANAGER DATE: MAY 26, 2009 SUBJECT: CITY TREE PLANTING PROJECT — CONTRACT AWARD SUMMARY As part of the City's Fiscal Year 2008 -09 Capital Improvement Program, the City Council approved a program entitled, "City Tree Planting Project," which consists of planting trees in several City parkway locations along City streets. After evaluating these locations, staff developed tree planting recommendations to help maintain the consistency and look of trees in each neighborhood. This project will add 395 new trees throughout the community. This project is funded with Gas Tax funds. Staff Recommendation Staff recommends that the City Council: 1. Authorize the City Manager to execute the contract on behalf of the City with Yakar for the City Tree Planting Project in the amount of $115,872. 2. Establish an amount of $12,000 as a contingency to cover the cost of unforeseen construction expenses. DISCUSSION The City's Public Works Services Business Unit is responsible for the maintenance and care of 4,500 trees located in the public right -of -way and on public property. This includes trimming, planting, root pruning, tree removal, tree inspections, and tree cleanup during storms and emergency situations. The City maintains a street tree inventory of trees species that have been planted in the past throughout the City. This inventory helps ensure an appropriate diversity in tree species and provide a sustainable urban forest. In reviewing City streets, staff found tree vacancies in several City parkway locations along City streets. After evaluating these locations, staff has developed the following tree planting recommendations to help maintain the consistency and look of trees in each neighborhood. The tree height, root invasiveness, potential berry-type droppings were key considerations in the selection of three (3) tree options for each street. The diversity of trees also helps prevent urban forest decay in the event that a species - specific tree disease spreads th up the City. / ITEM NO. APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting May 26, 2009 Page 2 of 4 On February 10, 2009, the City Council approved plans and specifications and authorized staff to advertise and solicit bids for the City Tree Planting Project. The proposed project includes planting trees in several empty City parkway locations along City streets. Prior to planting, staff will work to engage residents at each tree planting location. In the event that no input is given by a resident, the City's Public Works Services staff will make a selection from the street tree options listed below. Residents will also have the option of not having a tree planted if so desired. The new street tree species are recommended for several reasons including low maintenance costs, pest/disease resistance, and aesthetics /appearance. Staff has concluded that Yakar is the lowest responsible bidder to perform this improvement project. Yakar has satisfactorily completed similar projects for other agencies, including the City of Pasadena, the City of San Dimas, and the City of Murrieta. The low bid submittal by Yakar also includes a 90 -day maintenance period including watering each tree on a weekly basis. This maintenance period is not reflected in the other contractor bid amounts. Timeline If this contract is awarded by the City Council, staff will work to complete this project according to the following schedule: Weeks of June 1St, June 8th, June 15th — Benin Project Outreach with Local Residents June 22nd —July 31St —Tentative Project Schedule July 31St — Tentative Project Completion August, September, October — 90 Day Maintenance Period November 2nd - Tentative Notice of Completion by City Engineer FINANCIAL REVIEW The total appropriation needed to award this project is $127,872, which includes a 10% amount ($12,000) as a contingency for unforeseen construction expenses. Funding for this project is provided in the City's approved FY 2008 -09 Public Works Budget (Gas Tax Funds). ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment. CITY MANAGER DATE: FEBRUARY 10. 2009 SUBJECT: CITY TREE PLANTING PROJECT— APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SOLICIT BIDS SUMMARY City trees are an important asset to the character of the community that help enhance community aesthetics and the City's environmental well- being. Trees help to provide a lasting benefit for the community today and for future generations. In reviewing the City's street tree vacancy list and conducting field inspections, staff has identified several locations in need of new street trees. Staff Recommendation Staff recommends that the City Council: 1. Approve the plans and specifications for the City Tree Planting Project. 2. Authorize staff to advertise this project and solicit bids to complete the improvement project. DISCUSSION The City's Public Works Services Business Unit is responsible for the maintenance and care of 4,500 trees located in the public right -of -way and on public property. This includes trimming, planting, root pruning, tree removal, tree inspections, and tree cleanup during storms and emergency situations. The City also maintains a street tree list to help ensure an appropriate diversity in tree species and provide a sustainable urban forest. In reviewing the street tree list, staff found several tree vacancies in several City parkway locations along City streets. After evaluating these locations, staff has developed the following tree planting recommendations to help maintain the consistency and look of trees in each neighborhood. Keeping 2 -3 tree options for each street also helps prevent urban forest decay in the event that a species- specific tree disease spreads through the City.
