HAWKESWORTH, ACTING CITY MANAGER DATE: MAY 26, 2009 SUBJECT: ANNUAL 2008-09 CURB RAMPS CONSTRUCTION PROJECT - NOTICE OF COMPLETION SUMMARY As part of the City's Fiscal Year 2008-09 Capital Improvement Program, the City Council approved a program entitled, "Targeted Public Works Projects," which consists of public improvements to the City's local streets and public right-of-way areas. In compliance with the American with Disabilities Act (ADA) guidelines, this construction project consists of adding and retrofitting a total of seventy-four (74) curb ramps. On March 10, 2009 the City Council awarded a construction contract to CJ Concrete Construction, Inc. and directed staff to proceed with the construction. The project has now been completed to the satisfaction of the City's Public Works Department. Staff Recommendation Staff recommends the following: 1. Accept the completed work. 2. Authorize the City Engineer to file a Notice of Completion. 3. Authorize the City Engineer to release the Labor and Material Bond thirty-five (35) days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code. 4. Authorize the City Engineer to release the Faithful Performance Bond one (1) year after City Council acceptance. DISCUSSION On March 10, 2009, the City Council authorized the award of this project to CJ Construction, Inc. In compliance with the American with Disabilities Act (ADA) guidelines, this construction project consisted of adding and retrofitting a total of seventy-four (74) curb ramps. In conjunction with the installation of the ramps, this work also included the introduction of detectable warnings for the sight-impaired person at the ramps and adding ITEM NO. APPROVED FOR CITY COUNCIL AGENDA: s City Council Meeting May 26, 2009 Page 2 of 2 sidewalk and miscellaneous concrete work. The contract has now been completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original Bid Amount: $149,825.00 Actual amount of bid items constructed: $159,172.50 Total amount of change orders: $9,347.50 Final contract cost: $159,172.50 The increase in the amount of actual work constructed over the original bid amount resulted from one change order totaling $9,347.50 due to construction of additional square footage of sidewalk and curb ramp locations. The final overall construction cost was 5.87% over the original bid amount, which was within the limit of 15% approved by the City Council. The following is a summary of the project schedule: Schedule Summary Project award for construction: March 10, 2009. Estimated completion date at award: May 31, 2009. Actual completion date: May 26, 2009. Altogether, this project included the installation of 74 curb ramps, 3,299 square feet of sidewalk, 396 square feet of cross gutter, and 145 linear feet of curb and gutter between the San Bernardino Freeway, Garvey Avenue, New Avenue, and San Gabriel Avenue.
