CC - Item 5A - Ordinance 875 - Second Reading: Planning Commissioner Terms of OfficeROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JUNE 23, 2009 SUBJECT: ORDINANCE 875— SECOND READING: PLANNING COMMISSIONER TERMS OF OFFICE SUMMARY On May 26, 2009, the City Council held a special meeting to interview and appoint new Planning Commissioners. The City Council interviewed various candidates and appointed William Alarcon, Nancy Eng, Diana Herrera, Joan Hunter, and Victor Ruiz to the Planning Commission. On June 9, 2009, the City Council reviewed the ordinance to re- establish staggered terms for the Planning Commission. Ordinance 875 is now before Council for the required second reading. In addition, the Mayor shall select names at random to appoint two commissioners to serve a one year term. Staff Recommendation Staff requests that City Council ADOPT Ordinance No. 875 and the Mayor randomly select two commissioners to serve a one year term. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. Chapter 2.28.020 of the Rosemead Municipal Code is hereby amended to read in its entirety as follows: 2.28.020 Members — Terms - Vacancies. The Planning Commission shall consist of five members, each of whom shall be appointed by the Mayor with the consent of the majority of the members of the City Council and otherwise in accordance with state law. An appointed member of the Planning Commission may be removed at any time by the Mayor, with approval of the Council, or by a majority vote of the City Council. Each member of the Planning Commission shall have a term of office of two years which shall be staggered. Three members shall be appointed in the odd numbered years and two members shall be appointed in even numbered years; except for the year 2009 in which all five members will be appointed and the City Clerk shall draw at random the names of the two members that shall serve only a one year term. Terms shall commence on June 151 and expire on May 3151 of the appropriate calendar year, unless a lesser term is necessary to fill a vacancy. Should any vacancy exist on the Planning Commission, otherwise than by expiration of term, such vacancy shall be filled by appointment for the unexpired portion of the term.
